What is a controller of the State Bank of Vietnam?
According to the provisions of Clause 1, Article 6, Circular 14/2022/TT-NHNN regarding the bank controller
- A bank controller is an official with basic professional and technical knowledge of internal control and internal audit, responsible for researching, building, and organizing the implementation of internal control and internal audit tasks of the State Bank.
The bank official must ensure the performance of tasks as stipulated in Clause 2, Article 6, Circular 14/2022/TT-NHNN as follows:
- Construct or participate in constructing mechanisms, regulations, and plans on control and audit of the State Bank according to the provisions of the law;
- Directly conduct control and audit operations within the assigned scope; propose measures to remedy and handle deficiencies and violations at the controlled and audited units and be responsible to the unit head and the law for their proposals and recommendations;
- Summarize, evaluate, and draw experiences from the control and audit of various activities of the State Bank of Vietnam within the assigned duties to ensure thorough and effective implementation of control and audit activities; based on that, propose, recommend additional or revised policies, operational procedures for the State Bank’s control and audit;
- Monitor, aggregate, and report on the results of control and audit, and simultaneously propose measures to enhance the effectiveness and efficiency of control and audit work.

Under Clauses 3 and Clause 4, Article 6, Circular 14/2022/TT-NHNN, bank controllers must meet the following criteria:

3. Professional competence:
a) Firmly grasp the guidelines and policies of the Communist Party, the laws related to the sector, the field of work, the objectives, and management objects, and the principles and mechanisms of professional management within the scope of work;
b) Have basic knowledge about the functions and duties of the State Bank and its operations;
c) Clearly understand the contents and processes of the State Bank’s control and audit operations; be able to analyze, aggregate, and evaluate operational activities in a State Bank unit;
d) Possess the ability to participate in the development and guide the implementation of policies, regulations on the State Bank's control and audit; have the ability to participate in research for management information processing;
dd) Have the ability to independently organize work or cooperate with related organizations and individuals to perform assigned tasks; have drafting and presentation skills for advisory and proposal matters;
e) Have basic ICT skills and be able to use a foreign language or the ethnic minority language for work in ethnic minority areas as required by the job position.
4. Qualifications
a) Possess a university degree or higher in economics, finance, banking, accounting, auditing, information technology, construction, law;
b) Have a certificate of knowledge and skills retraining in state management for official grade (or equivalent).
Thus, bank controllers must meet the standards of professional competence as well as the qualifications.
Additionally, officials transitioning from the official grade (or equivalent) to the bank controller grade must have at least 2 years of experience in the banking sector, including a minimum of 1 year (12 full months) in control and audit work at the State Bank of Vietnam (excluding internship and probation period).
