What are the criteria for assessing and grading Vietnamese teachers at the end of the 2023-2024 school year under Decree 90/2020/ND-CP?

The below contents are the criteria for assessing and grading Vietnamese teachers at the end of the 2023-2024 school year:

(1) Criteria for grading the quality of Vietnamese public employees as the excellent completion of duties:

Under Article 12 of Decree 90/2020/ND-CP, the criteria for assessing and grading the quality of Vietnamese public employees at the excellent completion of duties at the end of 2023 are as follows:

- Non-managerial public employees who meet all of the following criteria shall be graded as the excellent completion of duties:

+ Comply well with the provisions of Clauses 1, 2, 3, and 4, Article 3 of Decree 90/2020/ND-CP;

+ Complete 100% of duties according to the signed working contract, the set plans, or the assigned specific work on schedule with high quality, and efficiency, of which at least 50% of the duties are completed beyond the requirements;

- Managerial public employees who meet all of the following criteria shall be graded as the excellent completion of duties:

+ Comply well with the provisions of Clause 1, Clause 2, Clause 3, Clause 4, and Point a, Clause 5, Article 3 of Decree 90/2020/ND-CP;

+ Complete the criteria for the performance of duties according to the signed working contracts, the set plans, or the assigned specific work on schedule with high quality, and efficiency;

+ For the assigned unit or field of work in charge, complete all targets and duties, of which at least 50% of the targets and duties are completed beyond the requirements;

+ Have 100% of units under their direct charge and management assessed as completion of duties or higher, of which at least 70% of units are assessed as successful and excellent completion of duties.

(2) Criteria for grading the quality of Vietnamese public employees as successful completion of duties:

Under Article 13 of Decree 90/2020/ND-CP, the criteria for assessing and grading the quality of Vietnamese public employees as successful completion of duties at the end of 2023 are as follows:

- Non-managerial public employees who meet all of the following criteria shall be graded as the successful completion of duties:

+ Meet the criteria specified in Clauses 1, 2, 3 and 4, Article 3 of Decree 90/2020/ND-CP;

+ Complete 100% of duties according to the signed working contract, the set plans, or the assigned specific work on schedule with quality and efficiency assurance.

- Managerial public employees who meet all of the following criteria shall be graded as the successful completion of duties:

+ Meet the criteria specified in Clause 1, Clause 2, Clause 3, Clause 4 and Point a, Clause 5, Article 3 of Decree 90/2020/ND-CP;

+ Complete the criteria for the performance of duties according to the signed working contracts, the set plans, or the assigned specific work on schedule with quality and efficiency assurance;

+ For the assigned unit or field of work in charge, complete all targets and duties, of which at least 80% of the targets and duties are completed on schedule with quality assurance;

+ Have 100% of units under their direct charge and management assessed as the completion of duties or higher, of which at least 70% of units are assessed as successful or excellent completion of duties.

(3) Criteria for grading the quality of Vietnamese public employees as completion of duties:

Under Article 14 of Decree 90/2020/ND-CP, the criteria for assessing and grading the quality of Vietnamese public employees as completion of duties at the end of 2023 are as follows:

- Non-managerial public employees who meet all of the following criteria shall be graded as the completion of duties:

+ Meet the criteria specified in Clauses 1, 2, 3 and 4, Article 3 of Decree 90/2020/ND-CP;

+ Complete the criteria for the performance of duties according to the signed working contracts, the set plans, or the assigned specific work, of which no more than 20% of the criteria do not meet the requirements on quality, schedule, or have low efficiency.

- Managerial public employees who meet all of the following criteria shall be graded as the completion of duties:

+ Meet the criteria specified in Clause 1, Clause 2, Clause 3, Clause 4 and Point a, Clause 5, Article 3 of Decree 90/2020/ND-CP;

+ Complete the criteria for the performance of duties according to the signed working contracts, the set plans, or the assigned specific work, of which no more than 20% of the criteria do not meet the requirements on quality, schedule or have low efficiency;

+ For the assigned unit or field of work in charge, complete more than 70% of the targets and duties;

+ Have at least 70% of units under their direct charge and management assessed as completion of duties or higher.

(4) Criteria for grading the quality of Vietnamese public employees as non-completion of duties:

Under Article 15 of Decree 90/2020/ND-CP, the criteria for assessing and grading the quality of Vietnamese public employees as non-completion of duties at the end of 2023 are as follows:

- Non-managerial public employees who meet all of the following criteria shall be graded as the non-completion of duties:

+ Have manifestations of deterioration in political thought, morality, lifestyle, self-evolution and self-transformation according to the assessment of competent authorities;

+ Have more than 50% of the criteria which do not meet the requirements on quality, schedule, or efficiency for the performance of duties according to the signed working contracts, the set plans, or the assigned specific work;

+ Commit violations subject to disciplinary action during the assessment year;

- Managerial public employees who meet all of the following criteria shall be graded as the non-completion of duties:

+ Have manifestations of deterioration in political thought, morality, lifestyle, self-evolution and self-transformation according to the assessment of competent authorities;

+ Have more than 50% of the criteria which do not meet the requirements on quality, schedule, or efficiency for the performance of duties according to the signed working contracts, the set plans, or the assigned specific work;

+ For the assigned unit or field of work in charge, complete less than 50% of the targets and duties

+ Units under their direct charge and management assessed related to embezzlement, corruption, and waste and handled in accordance with law;

+ Commit violations subject to disciplinary action during the assessment year.

What is the deadline for assessing and grading the quality of Vietnamese teachers?

Under the provisions of Article 20 of Decree 90/2020/ND-CP stipulating the deadline for annually assessing and grading the quality of officials and public employees:

1. The assessment and grading of the quality of officials and public employees shall be carried out according to each working year.
For officials and public employees who transfer jobs, the agency, organization or unit shall be responsible for assessing and grading the quality. In case of working time at the old agency, organization, or unit for 06 months or more, it must be combined with comments of the old agency, organization, or unit, unless there is no longer the old agency, organization, or unit.
2. The assessment and grading of the quality of officials and public employees shall be conducted before December 15 of each year, before the assessment and grading of the quality of communist party members and summarizing the annual evaluation for emulation and reward of agencies organizations, and units.
For public service providers operating in education and training, and several other fields with the end of the working year before December of each year, the head of the public service provider shall decide the time for assessment and grading of the quality of public employees.

According to the above regulations, the assessment and grading of the quality of Vietnamese public employees shall be conducted according to each year of service. In 2024, the assessment and grading of the quality of Vietnamese public employees shall be conducted before December 15, 2024.
