Pursuant to Article 3 of the Code issued with Decision 21/QD-VKSTC of 2023, the general requirements for a Prosecutor official are as follows:
- Absolute loyalty to the Fatherland and the Constitution of the Socialist Republic of Vietnam, to the Communist Party of Vietnam;
Strictly abiding by the discipline and organizational principles of the People's Procuracy.
- Always speak, write and act according to the platform, charter, resolutions, directives, conclusions, regulations, rules, and decisions of the Communist Party, the laws of the State and regulations of the People's Procuracy in public service duty;
Dedicated and professional in handling work.
- Have strong political courage, not evade responsibility, bravely fight against violations, crimes, and acts of corruption, and negativity;
Resolutely protect the Constitution, the law, the right, and fairness.
- Possess good moral qualities, be honest, serious, discreet, and humane; always put the interests of the Communist Party, the State, the People, and the collective above personal interests.
- Dedicatedly cultivate, train oneself, be vigilant, and firmly uphold ideals, will, sense of discipline, and practice a healthy lifestyle.

What are the latest ethical standards for Prosecutor officials in 2023?
According to Chapter II of the Code issued with Decision 21/QD-VKSTC of 2023, a Prosecutor official must have five qualities: Fairness - Integrity - Objectivity - Prudence - Modesty. To be specific:
(1) Fairness
- Must always be impartial, fair, clear-headed, transparent, strict, and humane in handling work.
- During the process of resolving cases, must always ensure to meet political, legal, and professional requirements.
- Must always properly perceive issues, not act against the law or fairness for personal motives or interests.
- Must not be influenced or swayed by any unlawful interference; not be afraid of power, not be bribed.
(2) Integrity
- Must always be honest, straightforward, sincere, uphold what is right, always value work, and have a clear standpoint in resolving work.
- Possess strong courage and high sense of responsibility; dare to fight against wrongdoings, protect what is right.
- Dare to think, dare to act, dare to take responsibility for one’s decisions; be bold, decisive in proposing creative, flexible, and effective forms and measures in handling work.
(3) Objectivity
- Must be just and impartial, always respect objective truth; handle work according to the law and regulations of the Sector; not for personal or group interests, not biased or enforce subjective personal prejudices in resolving cases.
- Must not unlawfully interfere with the public service execution of individuals, agencies, or units inside and outside the Procuracy Sector.
(4) Prudence
- When handling work, must consider, delve into, and clarify the nature of the matter to avoid errors in making decisions.
- Fully determine political requirements, legal basis, practical basis for resolving cases lawfully, ensuring strictness, promptness; simultaneously well serve the political tasks of the central and local authorities.
- Resolutely fight against the “disease” of superficiality, cursory consideration of matters, and lack of responsibility.
- Be cautious but not hesitant; resolute but not subjective, impatient leading to inaccurate resolutions.
(5) Modesty
- Always maintain a proper attitude in self-evaluation, be open-minded, exemplary, simple, sociable, and conscious of preserving the image of the People's Procuracy.
- Must not be bureaucratic, authoritarian, overbearing; not complacent, arrogant, or contemptuous of others; always respect and serve the people.
