The conditions for registering to apply for official positions are stipulated in Article 36 of the Law on Officials 2008 (amended by point đ clause 20 Article 1 of the Law Amending and Supplementing a Number of Articles of the Law on Officials, and the Law on Public Employees 2019) as follows:

Conditions for registration to apply for official positions

1. Individuals who meet the following conditions, regardless of ethnicity, gender, social components, beliefs, or religion, are eligible to register for official positions:

a) Have Vietnamese nationality;

b) Be at least 18 years old;

c) Have an application for the position; have a clear background history;

d) Have appropriate degrees and certificates;

dd) Have good political and ethical qualities;

e) Be healthy enough to perform duties;

g) Meet other conditions as required by the position applied for.

2. Individuals in the following categories are not eligible to apply for official positions:

a) Do not reside in Vietnam;

b) Have lost or have restricted civil act capacity;

c) Are currently under criminal investigation, serving or have served a sentence or criminal court decision but have not yet had their criminal records expunged, or are currently undergoing mandatory administrative measures or correctional education.

According to the regulations, individuals who meet the following conditions, regardless of ethnicity, gender, social components, beliefs, or religion, are eligible to register for district-level official positions:

- Have Vietnamese nationality;

What are the regulations on classification of district-level officials in Vietnam?

Officials are defined according to clause 2 Article 4 of the Law on Officials 2008 (amended by clause 1 Article 1 of the Law Amending and Supplementing a Number of Articles of the Law on Officials, and the Law on Public Employees 2019) as follows:

Official means a Vietnamese citizen, recruited, appointed to a rank, position, or title corresponding to a job position in the agency of the Communist Party of Vietnam, the State, political-social organizations at the central, provincial, or district level; in agencies or units under the People's Army that are not officers, professional soldiers, or national defense workers; in agencies or units under the People's Public Security that are not officers, junior officers serving under professional regimes, public security workers, within the payroll and receiving salaries from the state budget.

The classification of officials is stipulated in clause 1 Article 34 of the Law on Officials 2008 (amended by clause 4 Article 1 of the Law Amending and Supplementing a Number of Articles of the Law on Officials, and the Law on Public Employees 2019) as follows:

How many types of district-level officials are there in Vietnam?

dd) Type for the ranks of officials specified in point e clause 1 Article 42 of this Law under the Government of Vietnam's regulations.

2. Based on the work position, officials are classified as follows:

a) Officials holding leadership and management positions;

b) Officials not holding leadership and management positions.

Thus, district-level officials are classified as follows:

(1) Criteria of field of sector, profession, expertise, and profession, district-level officials are classified according to the corresponding official ranks as follows:

- Type A includes those appointed to the rank of senior specialist or equivalent;

- Type B includes those appointed to the rank of principal specialist or equivalent;

- Type C includes those appointed to the rank of specialist or equivalent;

- Type D includes those appointed to the rank of cadre or equivalent and employee rank;

- Types for other ranks according to the Government of Vietnam's regulations.

(2) Criteria of work position, district-level officials are classified as follows:

- Officials holding leadership and management positions;
