What are the requirements for issuing Certificates of eligibility for doing the sports business in traditional martial arts and Vovinam in Vietnam?

On March 28, 2024, the Ministry of Culture, Sports and Tourism issued Decision 775/QD-BVHTTDL announcing the amended administrative procedures in the field of physical education and sports under the management scope of the Ministry of Culture, Sports and Tourism.

Pursuant to Section 21 of Part II of Decision 775/QD-BVHTTDL, the requirements and conditions for organizations requesting Certificates of eligibility for doing the sports business in the field of traditional martial arts, specifically Vovinam, are as follows:

(1) Infrastructure:

- The infrastructure for traditional martial arts, specifically Vovinam, must meet the following requirements:

+ The training floor must be flat and non-slip.

+ The safe distance from the training floor to surrounding objects must be at least 2.5m.

+ The training area must be well-ventilated and have a lighting intensity of 150 lux or higher.

+ There should be sanitary facilities, changing rooms, and storage spaces for personal belongings of trainees, as well as a first aid kit according to the regulations of the Ministry of Health.

+ There must be a set of rules specifying the following key contents: training hours, eligible participants, ineligible participants, attire during training, and safety measures during training.

- In the case of indoor training and competitions for traditional martial arts, specifically Vovinam, the distance from the floor to the ceiling must not be lower than 2.7m.

(2) Equipment:

- Protective equipment for sparring training includes helmets, mouth guards, groin guards, ankle guards, forearm guards, training clothing, gloves, and body armor.

- Competition equipment for traditional martial arts, specifically Vovinam, must comply with the regulations of the Law on traditional martial arts competitions and the Law on Vovinam competitions.

- Training and competition equipment classified as primitive weapons must be managed and used in accordance with the law.

(3) Training density:

- The training floor must ensure a minimum area of 2.5m2 per trainee.

- Each instructor should not guide more than 40 trainees in one training session.

(4) Professional staff:

- The organization must have a team of qualified professional staff suitable for the activities.

Therefore, organizations requesting Certificates of eligibility for doing the sports business in the field of traditional martial arts, specifically Vovinam, need to meet the above conditions and requirements in order to be considered for the granting of Certificates of eligibility for doing the sports business.

What are the procedures for issuing Certificates of eligibility for doing the sports business in traditional martial arts and Vovinam in Vietnam?

Pursuant to Section 19 of Part II of Decision 775/QD-BVHTTDL, the procedures for issuing Certificates of eligibility for doing the sports business in traditional martial arts and Vovinam are as follows:

- The enterprise submits the application via mail, electronic means, or directly to the specialized sports agency under the People's Committee at the provincial level where the sports business activities are registered or where the enterprise's main headquarters is located in the case of multiple sports business locations.

- The specialized sports agency under the People's Committee at the provincial level (referred to as the Certificate issuing agency) issues an acknowledgment receipt to the enterprise.

- In case the application needs to be amended or supplemented, the Certificate issuing agency notifies the enterprise directly or in writing about the required changes or additions within a period of 03 working days from the date of receiving the application.

Therefore, organizations applying for Certificates of eligibility for doing the sports business in traditional martial arts and Vovinam need to follow the above administrative procedures to be considered for the issuance of Certificates of eligibility for doing the sports business.
