On March 28, 2024, the Ministry of Culture, Sports and Tourism issued Decision 775/QD-BVHTTDL announcing the amended and supplemented administrative procedures in the field of Sports under the management authority of the Ministry of Culture, Sports and Tourism.
Pursuant to Section 27 Part II of Decision 775/QD-BVHTTDL 2024, the requirements and conditions for organizations proposing the issuance of Certificates of eligibility for doing the sports business for the sport of Shooting are as follows:
(1) Infrastructure and training equipment
- Comply with the following general regulations:
+ Have a shooting range wall that is at least 20cm thick and over 03m tall.
+ Have a minimum general lighting of 500 lux and a minimum face lighting of 1,500 lux.
+ Have a storage area for firearms and ammunition that meets the standards set by the law.
+ Have an area for training and competition equipment inspection.
+ The shooting range must have parallel firing lines and target lines, with a separate path from the firing line to the target line that is at least 02cm thick and 02m tall.
+ The spectator area must be located at least 05m behind the firing line.
+ Keep a record of the use of firearms and ammunition in accordance with Appendix I issued with this Circular.
+ Keep a record of the participants in training in accordance with Appendix II issued with this Circular.
+ Have a first aid kit in accordance with the regulations of the Ministry of Health.
+ Have instructions on how to use sports firearms; have regulations on the following main contents:
++ Quote the legal provisions regarding the responsibilities of trainees, training instructors, and related individuals in the use and storage of sports firearms.
++ The persons allowed to use sports firearms for training, training hours, training attire.
+ Trainees using sports firearms must comply with the provisions of the Law on Management, Use of Weapons, Explosives and Supportive Tools.
- For a shooting range at a distance of 50m:
+ The length of the shooting range must be at least 60m, including 50m (with at least 35m outdoors or open space) + 02m target line + 05m firing line + spectator area. The width of the shooting range must not be less than 15m and should accommodate at least 10 shooting benches.
+ Have a bullet catcher or shield placed directly behind the target, made of steel.
- For a shooting range at a distance of 25m:
+ The length of the shooting range must be at least 35m, including 25m (with at least 12.5m outdoors or open space) + 03m target line + 05m firing line + spectator area. The width of the shooting range must not be less than 15m.
+ Have a box or catcher placed parallel to and 01m behind the target frame.
+ Have a bullet shell screen in front of the shooter.
- For a shooting range at a distance of 10m for air guns:
+ The shooting range should have a size of at least 20m in each dimension, including 10m + 20cm target line + 05m firing line + spectator area. The width should accommodate 10 shooting benches, with each bench being 01m wide and 01m apart.
- For a shooting range at a distance of 10m for mobile targets:
+ The length of the shooting range must be at least 20m, including 10m + 02m target line + 05m firing line + spectator area. The width of the shooting range must be at least 10m, divided into two separate compartments, each being 03m wide.
- For a clay pigeon shooting range:
+ The shooting range must have a safe size of at least 150m in each dimension.
+ A safety net 03m tall should be placed above the shooting range wall.
+ Ensure a distance of at least 15m from the clay pigeon launch pad to the shooting position.
+ The distance from the shooting position in the shooting direction to the surrounding wall must be at least 70m.
+ Have a barrier fence at least 07m behind the movement path separating the audience from the shooting area.
- For a paintball shooting range:
+ The shooting range must have a size of at least 100m in each dimension.
+ Inside the shooting range, there must be at least 03 shooting targets made of one of the following materials: soil, wood, plastic.
(2) Facilities and equipment for shooting activities
- Comply with the regulations mentioned above for: shooting range walls, lighting, storage rooms for guns and ammunition, areas for equipment testing and training, shooting ranges, spectator areas, records for gun and sports ammunition usage, first aid kits; 50m, 25m, and 10m shooting ranges for air guns and mobile shooting booths; clay pigeon shooting ranges; paintball shooting ranges.
- There should be at least 20 shooting benches for the 50m, 25m, and 10m shooting ranges.
- There should be at least 2 shooting frames for the 10m mobile air gun shooting range
(3) Training density and instruction
- The training density on the shooting positions should ensure a minimum of 1 person per 1m2.
- Each training instructor should not exceed 10 trainees per session.
(4) Professional staff: There should be a suitable team of professional officers and staff for the activities.
- Specific requirements for sports business enterprises include the mandatory requirement of having training instructors:
+ Business households and other organizations that want to conduct sports activities must register their business.
+ Sports business enterprises that provide training instruction services or engage in sports activities listed in the mandatory sports activities category, as regulated by the Minister of Culture, Sports and Tourism, must meet the following conditions:
+ The professional staff of the sports business enterprise includes:
++ Sports training instructors must meet one of the following conditions:
++ Being a coach or athlete with a level 2 or higher certification or equivalent, suitable for the registered sports activity.
++ Having a diploma in sports science from a secondary level or higher, suitable for the registered sports activity.
++ Receiving specialized sports training according to the regulations of the Ministry of Culture, Sports and Tourism.
Therefore, the organization requesting Certificates of eligibility for doing the sports business in Shooting needs to follow the administrative procedures in the mentioned sequence and manner to be considered for the issuance of Certificates of eligibility for doing the sports business.

Pursuant to Section 19 of Part II of Decision 775/QD-BVHTTDL, the procedures for issuing Certificates of eligibility for doing the sports business in Shooting are as follows:
- The enterprise submits the application via mail, electronic means, or directly to the specialized sports agency under the People's Committee at the provincial level where the sports business activities are registered or where the enterprise's main headquarters is located in the case of multiple sports business locations.
- The specialized sports agency under the People's Committee at the provincial level (referred to as the Certificate issuing agency) issues an acknowledgment receipt to the enterprise.
- In case the application needs to be amended or supplemented, the Certificate issuing agency notifies the enterprise directly or in writing about the required changes or additions within a period of 03 working days from the date of receiving the application.
Therefore, organizations applying for Certificates of eligibility for doing the sports business in Shooting need to follow the above administrative procedures to be considered for the issuance of Certificates of eligibility for doing the sports business.
