On March 28, 2024, the Ministry of Culture, Sports and Tourism issued Decision 775/QD-BVHTTDL to announce the amended and supplemented administrative procedures in the field of Sports, specifically roller skating, within the scope of management functions of the Ministry of Culture, Sports and Tourism.

Pursuant to Section 25, Part II of Decision 775/QD-BVHTTDL 2024, the requirements and conditions for organizations applying for Certificates of eligibility for doing the sports business in roller skating are as follows:

(1) Infrastructure

- Training and competition activities for roller skating indoors and in training grounds must meet the following requirements:

+ The area of the ground must be at least 300m2.

+ The surface of the ground must be flat, the sliding slope and obstacle models must be smooth and not slippery. For sliding slopes, obstacle models, and corners, they must be properly designed and equipped with insurance to ensure safety and not pose a danger to trainees.

+ The distance from the ground to the ceiling: For flat grounds, the distance from the ground to the ceiling must be at least 3.5m. For grounds with sliding slopes and obstacle models, the distance from the highest point of the obstacle to the ceiling must be at least 4m.

+ The training space must be well-ventilated, with lighting of at least 150 lux.

+ There must be sanitary facilities, changing rooms, and places to store personal belongings for trainees, as well as a first aid kit in accordance with the regulations of the Ministry of Health.

+ There must be rules and regulations specifying the following main contents: Training hours, prohibited trainees, attire and equipment for training, safety measures during training.

- Outdoor training and competition activities for roller skating must comply with the following regulations:

+ The area of the ground must be at least 300m2.

+ The surface of the ground must be flat, the sliding slope and obstacle models must be smooth and not slippery. For sliding slopes, obstacle models, and corners, they must be properly designed and equipped with insurance to ensure safety and not pose a danger to trainees.

+ The training space must be well-ventilated, with lighting of at least 150 lux.

+ There must be sanitary facilities, changing rooms, and places to store personal belongings for trainees, as well as a first aid kit in accordance with the regulations of the Ministry of Health.

- Performances of roller skating must comply with the following regulations:

(2) Equipment

- Training and performance equipment must include:

+ Wrist guards.

+ Knee pads.

+ Headgear.

+ Skates that meet the following requirements:

++ The shoes must be firm, snug, not loose, not tilted or twisted more than 45°, with secure locks, and the inner lining must be comfortable and breathable.

++ The wheels must be made of rubber, with elasticity, and each wheel should have 2 bearings with a cushion in the middle. Single-axle wheels are not allowed.

++ The frames and wheel assembly of the skates must be made of aluminum alloy with a hardness above 5000, with a thickness of at least 01mm, or made of plastic with a thickness of at least 02mm.

- Competition equipment for roller skating must comply with the regulations of the current Roller Skating Competition Law.

(3) Training guidance density

- The training area per person must be at least 5m2/01 trainee.

- Each instructor should not guide more than 20 trainees in one session.

(4) Professional staff: There must be a suitable team of professional officers and staff for the activities.

Therefore, organizations applying for Certificates of eligibility for doing the sports business in roller skating need to follow the administrative procedures and requirements mentioned above to be considered and granted Certificates of eligibility for doing the sports business.

Pursuant to Section 19 of Part II of Decision 775/QD-BVHTTDL, the procedures for issuing Certificates of eligibility for doing the sports business in roller skating are as follows:

- The enterprise submits the application via mail, electronic means, or directly to the specialized sports agency under the People's Committee at the provincial level where the sports business activities are registered or where the enterprise's main headquarters is located in the case of multiple sports business locations.

- The specialized sports agency under the People's Committee at the provincial level (referred to as the Certificate issuing agency) issues an acknowledgment receipt to the enterprise.

- In case the application needs to be amended or supplemented, the Certificate issuing agency notifies the enterprise directly or in writing about the required changes or additions within a period of 03 working days from the date of receiving the application.

Therefore, organizations applying for Certificates of eligibility for doing the sports business in roller skating need to follow the above administrative procedures to be considered for the issuance of Certificates of eligibility for doing the sports business.
