On March 28, 2024, the Ministry of Culture, Sports, and Tourism issued Decision 775/QD-BVHTTDL announcing the amended administrative procedures in the field of Sports and Recreation within the scope of management functions of the Ministry of Culture, Sports, and Tourism.
Pursuant to Section 26, Part II of Decision 775/QD-BVHTTDL 2024, the requirements and conditions for organizations applying for Certificates of eligibility for doing the sports business in the field of Recreational diving are as follows:
(1) Infrastructure:
- The diving area must have a complete system of buoys and appropriate navigational markers with coordinates on nautical charts. The buoys and markers must have contrasting colors with the water and the surrounding environment for easy observation.
- There must be inland water transport vehicles for transporting divers, training instructors, rescue personnel, and recreational diving equipment and tools.
- There must be an area for mooring and docking inland water transport vehicles.
- There must be changing rooms, storage areas, restrooms, and sanitation facilities for divers, as well as first aid kits as required by the Ministry of Health.
- There must be a logbook for divers, including essential information such as names, identification numbers or citizen identification cards, the health status of divers, and contact addresses and phone numbers when necessary.
- There must be a diving code of conduct that regulates important contents such as training hours, prohibited participants, attire during participation, and safety measures.
(2) Equipment:
- Personal protective equipment for divers and training instructors must include compressed air machines, compressed air cylinders, oxygen cylinders, position locators, pressure gauges, depth gauges, temperature gauges, dive timers, diving suits, lead belts, fins, diving masks, breathing tubes, valve systems, and air supply tubes to the mouth, as well as lifebuoys.
- There must be a communication system ensuring continuous connection between the local search and rescue center and the operating areas within the facility's management scope.
(3) Safety assurance:
- When there are divers underwater, inland water transport vehicles conducting diving activities must display a signal flag to ensure the safety of divers.
- Training instructors must teach divers how to use breathing apparatus, diving equipment, lifebuoys, and diving techniques.
- Divers are responsible for declaring their health status according to the regulations of the sports facility and are accountable for their declarations.
(4) There must be a rescue boat.
(5) Training instructor density: Each training instructor can guide no more than one diver at a time.
(6) Specific conditions for adventure sports business operations:
- Business households and other organizations wishing to engage in adventure sports activities must register their business establishment.
- Adventure sports business operations listed in the List of Adventure Sports Activities regulated by the Minister of Culture, Sports, and Tourism must meet the following conditions:
(7) Professional staff, including:
- Sports training instructors must meet one of the following conditions:
+ Being a coach or athlete with a level 2 or higher certification or equivalent appropriate to the registered business sports activity.
+ Having a degree in sports and physical education from intermediate level or higher, suitable for the registered business sports activity.
+ Receiving specialized sports training according to the regulations of the Minister of Culture, Sports, and Tourism.
- Rescue personnel.
- On-site medical staff or a written agreement with the nearest medical facility regarding medical staff for first aid and emergency treatment of participants in adventure sports activities when necessary.
Therefore, organizations applying for Certificates of eligibility for doing the sports business in the field of Recreational diving need to follow the administrative procedures in the mentioned order and manner to be considered for the issuance of Certificates of eligibility for doing the sports business.

Pursuant to Section 19 of Part II of Decision 775/QD-BVHTTDL, the procedures for issuing Certificates of eligibility for doing the sports business in Recreational diving are as follows:
- The enterprise submits the application via mail, electronic means, or directly to the specialized sports agency under the People's Committee at the provincial level where the sports business activities are registered or where the enterprise's main headquarters is located in the case of multiple sports business locations.
- The specialized sports agency under the People's Committee at the provincial level (referred to as the Certificate issuing agency) issues an acknowledgment receipt to the enterprise.
- In case the application needs to be amended or supplemented, the Certificate issuing agency notifies the enterprise directly or in writing about the required changes or additions within a period of 03 working days from the date of receiving the application.
