On March 28, 2024, the Ministry of Culture, Sports and Tourism issued Decision 775/QD-BVHTTDL announcing the amended and supplemented administrative procedures in the field of Sports under the management of the Ministry of Culture, Sports and Tourism.
Pursuant to Section 28, Part II of Decision 775/QD-BVHTTDL 2024, the requirements and conditions for organizations applying for Certificates of eligibility for doing the sports business in Handball are as follows:
(1) Facilities and equipment for training:
- Handball field:
+ The Handball field has a length of 44m and a width of 22m.
+The Handball field surface is flat, without slopes or slippery surfaces.
+ The walls surrounding the Handball field are at least 1m away from the sidelines and at least 2m away from the end lines.
+ For indoor Handball fields, the height from the field surface to the ceiling is at least 8m.
+ The goalpost has a height of 2m and a width of 3m, measured from the inner edge of the goalpost. The goalpost column has a width of 8cm.
- Goal nets and ball stop nets:
+ The goal nets and ball stop nets are dark in color, with mesh sizes not exceeding 10cm x 10cm.
+ Behind the goal frame and 1.5m away from the goal line, there must be ball stop nets. The ball stop nets have a length of 9m to 14m and a minimum height of 5m from the field surface. For outdoor fields without surrounding walls, there must be ball stop nets behind the sideline and 1m away from the sideline. The ball stop nets have a length of 28m to 34m and a minimum height of 4m from the field surface.
- Handball:
+ The ball used must be suitable for each target group according to the regulations of Handball competition.
+ There must be at least 1 person per ball.
- Lighting must ensure a minimum of 200 lux.
- There should be changing rooms, storage areas, and sanitary areas. First aid kits must follow the regulations of the Ministry of Health.
- There should be a set of rules including training schedules, trainee eligibility, and safety measures during training.
(2) Facilities and equipment for competitions:
- The facilities and equipment for Handball competitions must comply with the aforementioned regulations, including the Handball field, goalposts, goal nets and ball stop nets, lighting, changing rooms, storage areas, sanitary areas, first aid kits, rules, and appropriate Handball balls.
- The field surface must be made of wood or synthetic materials.
- Each field must have cleaning tools for maintaining the field surface.
(3) Training density:
- Each training instructor should not exceed 20 trainees per session.
- The training density must ensure a minimum of 10m2 per person.
(4) Professional staff: There must be a suitable team of professional officers and staff for the activities.
Therefore, the organization applying for Certificates of eligibility for doing the sports business in Handball needs to follow the administrative procedures in the mentioned sequence and manner to be considered for the issuance of Certificates of eligibility for doing the sports business.

Pursuant to Section 19 of Part II of Decision 775/QD-BVHTTDL, the procedures for issuing Certificates of eligibility for doing the sports business in Handball are as follows:
- The enterprise submits the application via mail, electronic means, or directly to the specialized sports agency under the People's Committee at the provincial level where the sports business activities are registered or where the enterprise's main headquarters is located in the case of multiple sports business locations.
- The specialized sports agency under the People's Committee at the provincial level (referred to as the Certificate issuing agency) issues an acknowledgment receipt to the enterprise.
- In case the application needs to be amended or supplemented, the Certificate issuing agency notifies the enterprise directly or in writing about the required changes or additions within a period of 03 working days from the date of receiving the application.
Therefore, organizations applying for Certificates of eligibility for doing the sports business in Handball need to follow the above administrative procedures to be considered for the issuance of Certificates of eligibility for doing the sports business.
