What are the conditions to receive a scholarship to study in Laos?
Pursuant to subsection 2.1, Section 2, Notice 692/TB-BGDDT in 2022 of the Ministry of Education and Training of Vietnam stipulating the general conditions for applying for scholarships to study in the Lao People's Democratic Republic as follows:
"2. Subjects, conditions and application documents
2.1. General conditions
Candidates must meet the following general conditions:
- Have good political and moral qualities; not during the time of disciplinary action or during the time being considered by the competent authority for disciplinary action;
- Be healthy enough to study abroad;
- Have not applied for any other scholarship program from the effective date of this announcement until the pre-qualification results are available;
- Commitment to complete the training program and return to serve at the sending agency or at the request of the Government of Vietnam. Those who do not complete the training program, drop out of school by themselves, are forced to drop out of school, or do not return to Vietnam of service after graduation, or fail to fulfill the obligations of the scholarship grantee must reimburse the training costs according to the current regulations;
- The field of study to be applied for must be suitable for the field of study at university in Vietnam or the industry that has won international, regional or national awards (for university scholarship candidates), relevant to the field of university studies, current work (for master's scholarship applicants);
- Only one field of study can be registered and not allowed to change the discipline or training institution arbitrarily after having registered for admission, matriculated to study according to the notices of the Ministry of Education and Training of Vietnam and the Ministry of Education and Sports of Laos and training facilities in Laos;
- Only register to apply for a training level higher than the recently diploma;
- Candidates in the following cases will not be considered:
+ Have been sent by a State agency to study abroad but failed to complete the course or did not fully fulfill the obligations of the scholarship grantee;
+ Currently work at a domestic agency but there is no written permission from the working agency to apply for recruitment;
+ Have been granted scholarships by domestic or foreign agencies and localities to study abroad for undergraduate and postgraduate studies, currently bound by obligations and responsibilities, but not yet allowed to continue studying abroad. "
Thus, in order to apply for a scholarship to study in the Lao People's Democratic Republic, the candidate must meet the general conditions mentioned above.

Pursuant to subsection 1.3, Section 1, Notice 692/TB-BGDDT in 2022 of the Ministry of Education and Training has stipulated as follows:
"1. General information about the scholarship program
...
1.3. Scholarship mode
Successful candidates will be granted a scholarship by the Lao Government, including training fees and accommodation in the dormitory with the applicable costs according to the regulations of the Lao Government for international students under the Agreement. The Vietnamese government provides monthly living expenses, travel expenses, fees for passports, visas and health insurance according to the current regime for international students under the Agreement in Laos.
Thus, Vietnamese students in Laos under the scholarship agreement will be supported according to the above provisions.
How many types of scholarships are there to apply in Laos?
Pursuant to subsection 2.2, Section 2, Notification 692/TB-BGDDT in 2022 of the Ministry of Education and Training, which stipulates the types of scholarships to study in the Lao People's Democratic Republic as follows:
- College scholarships
+ Students graduating from high school in 2022, with an average score of 6.5 or higher in 3 years of high school;
+ First-year students of Vietnamese universities, institutes and universities (concentrated regular system) with results of 3 years of high school and the first semester of the first year of university with a score of 6.5 or higher (according to scale of 10 or equivalent);
+ Persons who are working at state agencies (on payroll or on contracts for 12 months or more, with social insurance contributions), under 35 years old (as of July 31, 2022), graduated from high school general or equivalent or higher. Priority is given to people working at central and local agencies that have cooperative relations with Laos.
- Master's Scholarship
+ Persons with university degrees working at state agencies, educational institutions (full-time employees or contracts of 12 months or more with social insurance premiums), under 40 years old (as of 31/03/2017) 7/2022), have worked for at least 12 months from the date of having the first labor contract to the deadline for submitting the application. Priority is given to people working at central and local agencies that have a cooperative relationship with Laos.
+ University graduates in Vietnam, Lao People's Democratic Republic or other countries (during the period from January 2021 to July 2022) with good academic results or higher, no recruitment decision or working contract, labor contract, commitment after completing the course to return home to work at the request of the State.
- Doctoral Scholarship
+ Persons with master's degrees who are working in state agencies, educational institutions (full-time employees or contracts of 12 months or more with social insurance premiums), under 40 years old (as of July 31. 2022), have worked for at least 12 months from the date of having the first labor contract after graduating from university or master, up to the deadline for submitting the application. Priority is given to people working at central and local agencies that have cooperative relations with Laos.
+ Persons who graduated with a master's degree in Laos with good academic results from January 2021 to July 2022, under 35 years old (as of July 31, 2022), have not yet decided on a recruitment decision or work contract, labor contract.
- Fostering Lao language
+ Persons who are working at state agencies, higher education institutions (on payroll or under contract for 12 months or more, with social insurance premiums), not older than 45 years old (as of July 31, 2022), graduating from high school or equivalent or higher, with an official nomination letter from the working agency. Priority is given to people working at central and local agencies that have cooperative relations with Laos and those who are doing professional work who need to use Lao language.
