What are the conditions and criteria to be appointed to the title of Grade 1 Railway Project Manager in Vietnam?
Pursuant to Circular 49/2022/TT-BGTVT dated December 30, 2022 of the Ministry of Transport stipulating codes, standards for professional titles and salary classification of public employees specialized in railway project management.
According to Article 3 of Circular 49/2022/TT-BGTVT, Clause 2, Article 4 of Circular 49/2022/TT-BGTVT and Clause 3, Article 4 of Circular 49/2022/TT-BGTVT, to be appointed Grade 1 Railway Project Manager need to satisfy the following conditions and criteria:
(1) General standards of professional ethics
- Comply with the guidelines, guidelines and policies of the Party and laws of the State.
- Honesty, objectivity, high sense of responsibility for the assigned work; properly and fully perform the obligations of public employees in professional activities.
- Consciously cultivate ethics, preserve professional quality, honor and prestige; do not abuse their assigned positions and tasks for personal gain; solidarity, creativity, willingness to absorb, learn new things, self-improvement;
- Have a sense of coordination, help colleagues, share work experiences; actively participate in scientific research, technical innovation initiatives to develop careers and improve qualifications.
(2) Standards of training and retraining qualifications
- Possess a university degree or higher with a training discipline or major relevant to the job position;
- Possess a certificate of training according to the standards of professional titles of public employees specialized in railway project management.
(3) Standards of professional and professional competence
- Firmly grasp the guidelines, guidelines and policies of the Party and the State's laws on railways;
- Proficient in railway project management; grasp the situation and development trend of the railway industry in the country and in the world; capable of organizing research, updating and applying new technologies, platforms and standards in professional activities;
- Have basic information technology skills, using foreign languages or using ethnic minority languages for officials working in ethnic minority areas as required by the job position.

What are the duties of a grade 1 railway project manager in Vietnam?
The duties of the Grade 1 railway project manager are specified in Clause 1, Article 4 of Circular 49/2022/TT-BGTVT.
As follows:

1. | Assume the prime responsibility for studying and implementing the provisions of the law on specialized railway project management; |
2. | Lead the compilation and systematization of standards and professional regulations on railway project management; |
3. | Assume the prime responsibility for researching or participating in the development of railway network planning, proposing investment plans to build railway transport infrastructure suitable to the situation, characteristics and direction of socio-economic development of the country. The State and sectors and fields; |
4. | Assume the prime responsibility for elaborating and appraising science and technology topics, schemes, projects and programs at ministerial, provincial or grassroots levels in construction investment project management; |
5. | Assume the prime responsibility for organizing the implementation of works on management of railway construction investment projects within the scope of assigned tasks; |
6. | Preside over the preparation of contents for professional seminars and conferences at home and abroad; |
7. | Assume the prime responsibility for compiling and developing professional manuals for railway project management within the scope of assigned tasks; assume the prime responsibility for organizing thematic and professional training courses or disseminating knowledge and experience in railway project management within the scope of assigned tasks. |
Thus, in the course of work, the Grade 1 Railway Project Manager will perform the above 07 basic tasks.
What is the salary coefficient of Grade 1 Railway Project Manager in Vietnam?
Pursuant to the provisions of Clause 2, Article 9 of Circular 49/2022/TT-BGTVT as follows:
Salary coefficient of professional titles of public employees specialized in railway project management

2. The professional titles of public employees specialized in railway project management specified in this Circular may apply the professional salary table for cadres and public employees in the State non-business units ( Table 3) is issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces as follows:
a) The professional title of grade I railway project manager is entitled to the salary coefficient of grade A3 and group 1 (A3.1) from 6.20 to 8.00;
b) The professional title of grade II railway project manager is entitled to the salary coefficient of Grade A2 and group 1 (A2.1) from 4.40 to 6.78;
c) The professional title of grade III railway project manager is entitled to the salary coefficient of grade A1 from 2.34 to 4.98;
d) The professional title of grade II railway project manager is entitled to the salary coefficient of grade A0 from 2.10 to 4.89.
Accordingly, at Point a, Clause 2, Article 9 of Circular 49/2022/TT-BGTVT mentioned above, the professional title of grade I railway project manager is entitled to the salary coefficient of grade A3 and group 1 (A3.1) from 6.20 to 8.00.
Circular 49/2022/TT-BGTVT takes effect from March 1, 2023.
