What are the cases that the Mobile Police can be dispatched to perform tasks?
Pursuant to Article 20 of the Mobile Police Law 2022 of Vietnam stipulating as follows:
“Article 20. Mobilizing the Mobile Police to perform tasks
1. The Minister of Public Security of Vietnam shall mobilize the Mobile Police nationwide to perform their duties.
2. The Mobile Police Commander shall mobilize the Mobile Police to perform tasks in the following cases:
a) Mobile police units under their authority to perform tasks according to plans and plans falling within their approving competence;
b) Mobile police unit according to the plan approved by the superior, authorized to approve or when assigned to assume the prime responsibility for handling specific situations;
c) Mobile police units under their authority to perform tasks in urgent cases and at the same time report to the Minister of Public Security.
3. The director of the provincial-level Public Security Department shall assign the mobile police unit under his/her authority to perform tasks in the following cases:
a) Perform tasks according to plans and plans approved by superiors or under their approval competence;
b) Perform tasks in the area under their management in urgent cases and at the same time report to the Minister of Public Security.
4. Command the mobile police unit to mobilize and use the unit under its authority to perform tasks according to the plan or plan approved by the competent authority; mobilize subordinate units to participate in preventing, combating and overcoming disasters, natural disasters, epidemics, search, rescue and rescue and at the same time report to direct superior commanders.
5. The mobilization of the Mobile Police in a state of war, emergency, martial law and curfew shall comply with the provisions of law and decisions of competent authorities.”
According to the above regulations, based on the competence of each agency, they will be assigned to mobilize the mobile police to perform their duties according to the cases specified above. As for the Minister of Public Security, he/she will be able to mobilize the Mobile Police nationwide to perform his/her duties.

Pursuant to Clause 1 Article 21 of the Mobile Police Law 2022 of Vietnam stipulating as follows:
“Article 21. Coordination in performing tasks of the Mobile Police
1. The principles of coordination are prescribed as follows:
a) The coordination must be based on the tasks and powers of agencies, organizations and functional forces as prescribed by law, decisions of competent authorities and in accordance with the actual situation;
b) To ensure the centralized and unified leadership and administration in directing and directing the performance of tasks; keep secret information on national defense, security and professional measures of agencies, organizations and functional forces in the process of coordination;
c) Ensure the initiative, flexibility, specificity and efficiency, associated with the responsibility of the head of the agency in charge and coordination.”
Thus, the coordination in performing tasks of the Mobile Police must comply with the above principles.
What are the contents of coordination in performing tasks of the Mobile Police?
Pursuant to Clause 2 Article 21 of the Mobile Police Law 2022 of Vietnam stipulating as follows:
“Article 21. Coordination in performing tasks of the Mobile Police
…
2. Contents of coordination are prescribed as follows:
a) Protect national security, ensure social order and safety, fight against crime and law violations;
b) To deal with cases of mass gatherings causing security and order disturbances, riots, terrorism, and hostage abductions;
c) Patrol and control to ensure security and order; protect events, important political, economic, diplomatic, scientific - technical, cultural and social objectives and protect the transportation of special goods;
d) Preventing, combating and overcoming disasters, natural disasters and epidemics; search, rescue, rescue; building a movement of the whole people to protect national security;
d) Training, coaching, fostering;
e) Exchange information and documents, develop legal documents, propagate, disseminate and educate the law;
g) Carry out other related coordination activities.”
Thus, the content of coordination in performing tasks of the Mobile Police is carried out in accordance with the above provisions.
What is the command mechanism in coordination in performing tasks of the Mobile Police?
Pursuant to Clause 3 Article 21 of the Mobile Police Law 2022 of Vietnam stipulating as follows:
“Article 21. Coordination in performing tasks of the Mobile Police
…
3. The command mechanism in coordination in performing tasks of the Mobile Police is prescribed as follows:
a) When dealing with complicated security and order cases, presided over by local Party committees and authorities, with the reinforcement of the Mobile Police Command, the Mobile Police Command is responsible for coordinate with local authorities in implementing measures to solve the case and directly command the Mobile Police to perform their tasks according to the plan approved by the competent authority;
b) When dealing with complicated security and order cases chaired by the Ministry of Public Security, the Mobile Police Command shall assume the prime responsibility for, and coordinate with agencies, organizations and units in giving advice to the leaders of the Ministry of Public Security to take measures to solve the case and directly command the Mobile Police to perform their tasks according to the plan approved by the competent authorities;
c) When dealing with complicated security and order cases assigned by the Mobile Police High Command, the participating forces shall be under the direct command of the Mobile Police Command in accordance with the plan approved by the competent authority.”
According to the above regulations, the command in coordination in performing tasks of the Mobile Police is carried out according to the above-mentioned mechanism.
Mobile Police Law 2022 of Vietnam takes effect from January 1, 2023.
