What are the procedures for reissuance of vehicle registration certificates and license plates at the Traffic Police Department of Vietnam?
According to the regulations in Section 4 of the Administrative Procedures issued with Decision 6640/QD-BCA in 2023, the latest procedures for reissuing vehicle registration certificates and license plates at the Traffic Police Department are as follows:
- Cases for reissuing vehicle registration certificates and license plates: Lost vehicle registration certificates and lost license plates.
- Procedure:
(1) Wholly online public service procedure for reissuing vehicle registration certificates and license plates (except for vehicles registered with 3 or 4-digit license plates):
- The vehicle owner logs into the online public service portal and declares the vehicle registration certificate according to the regulations in Article 9 of Circular 24/2023/TT-BCA, signs digitally, and attaches scanned copies of the engine and chassis numbers as required on the portal.
- After verifying the validity of the vehicle documents, the vehicle registration authority sends a notification to the vehicle owner to pay the vehicle registration fee and the postal service fee on the online public service portal to complete the vehicle registration process as prescribed.
- The vehicle owner receives the reissued vehicle registration certificate or license plate according to the regulations from the postal service.
(2) Partial online public service procedure:
- The vehicle owner logs into the online public service portal, declares the vehicle registration certificate, signs, clearly states their full name, and stamps (if applicable) on the registration declaration form. They then submit the required documentation for reissuing the vehicle registration certificate and license plate as provided in Article 17 of Circular 24/2023/TT-BCA, and pay the prescribed fee.
- After verifying the validity of the vehicle documents, the vehicle registration authority reissues the vehicle registration certificate and license plate as prescribed, and the vehicle owner receives the registration results at the vehicle registration authority or from the postal service.
- In cases where the vehicle registration certificate and license plate are reissued, the identification license plate remains the same. For vehicles registered with 3 or 4-digit license plates, they will be changed to identification license plates as prescribed (the original registration certificate for the 3 or 4-digit license plate will be collected).
Execution method:
- At the Traffic Police Department where the vehicle is registered and managed.
- Working days: Monday to Friday.
- Submit the vehicle registration declaration form on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.
What is the time limits for processing the reissuance of vehicle registration certificates and license plates at the Traffic Police Department of Vietnam?
Based on the regulations in Section 4 of the Administrative Procedures issued with Decision 6640/QD-BCA in 2023, the time limits for processing the reissuance of vehicle registration certificates and license plates at the Traffic Police Department are as follows:
- Reissuance of vehicle registration certificates: Not exceeding 2 working days from the date of receiving a complete and valid documentation.
- In cases of lost vehicle registration certificates, the verification period for processing the reissuance procedure is 30 days; the verification period is not counted towards the time limit for processing the reissuance of vehicle registration certificates.
- Reissuance of license plates: Not exceeding 7 working days from the date of receiving a complete and valid documentation.
- The time for delivering the registration results is calculated from the date of receiving a complete and valid documentation, and the vehicle registration and management system has received the verification result regarding the completion of the vehicle registration fee payment through the online public service portal.

Pursuant to the provisions of Clause 1, Article 26 of Circular 24/2023/TT-BCA on responsibilities held by vehicle registration authorities for revocation of certificate of vehicle registration and license plate as follows:
Responsibilities held by police units for revocation of certificate of vehicle registration and license plate
1. Responsibilities held by vehicle registration authorities
a) According to the list of end-of-life automobiles and vehicles that are not allowed to run on roads as stipulated by laws provided by the Registry Office or the competent authority, the competent vehicle registration authority shall review and notify the vehicle owner of the revocation. Within 30 days from the notification date, if the vehicle owner fails to carry out procedures for revocation, the vehicle owner shall incur administrative penalties according to regulations of the law;
b) Update the declaration of the vehicle owner on the website of the Department of Traffic Police and national public service portal as to end-of-life vehicles, discarded vehicles, vehicles that are out of order and unusable, vehicles that are destroyed due to objective reasons, and lost vehicles to proceed the procedures for revocation of vehicle registration and license plate as prescribed.
c) Notify police units that take charge of traffic order and safety of the list of end-of-life automobiles and vehicles that are not allowed to run on roads for settlement according to regulations of the law and notify the vehicle owner via email, phone message or the public service portal of such revocation;
d) With regard to vehicles that have been registered according to Clause 8 Article 23 of this Circular, the vehicle registration authority shall notify the vehicle owner and issue a decision to revoke vehicle registration and license plate. With regard to any vehicle which has been registered but the application thereof was falsified or any vehicle of which both or either of the engine number and chassis number are/is falsified according to the conclusion of a competent authority, the investigating authority shall carry out investigation and settlement according to regulations of the law.
Thus, when revoking vehicle registration certificates and license plates, the vehicle registration authorities are responsible for implementing the above regulations.
