What are the procedures for inspection and issuance of registry documents for Vietnamese sea-going vessels?
Pursuant to the regulations stated in Section 7 of the Administrative Procedures issued together with Decision 877/QD-BGTVT in 2023, the procedures for inspection and issuance of registry documents for sea-going vessels are carried out as follows:
- Organizations and individuals shall complete 01 set of documents according to the regulations and submit them directly or through the postal system or online public service portal or through other appropriate forms to the Registration and Inspection Department.
- The Registration and Inspection Department shall receive the documents and check the components of the documents. If the documents are incomplete, immediate guidance shall be provided to organizations and individuals to complete the documents (in case of direct submission or online public service portal) or guidance shall be provided within 02 working days from the date of receiving the documents (in case of submission through the postal system and other appropriate forms). If the documents are complete, within a maximum of 07 working days from the date of receiving the complete documents, a mutually agreed time for on-site inspection shall be arranged at the location requested by the submitter.
- After conducting the sea-going vessel inspection, if the inspection results meet the requirements, the registry documents for the sea-going vessel shall be issued within 02 working days from the completion of the initial, periodic, and abnormal inspections, and within 01 working day from the completion of the annual inspections. In case the inspection results do not meet the requirements, a written notification shall be sent to the organization or individual. In the case of imported sea-going vessels, the Registration and Inspection Department shall issue a document confirming the technical status of the sea-going vessel after the completion of the initial inspection meeting the requirements.
- Organizations and individuals shall receive the results directly at the Registration and Inspection Department or through the postal system or online public service portal or other appropriate forms.

Requirements and conditions for implementation of the administrative procedure:
Vietnamese sea-going vessels receiving registry documents must meet national technical standards for sea-going vessel classification and construction, sea-going vessel capacity measurement, sea-going vessel safety equipment, lifting equipment on sea-going vessels, and sea-going vessel pollution prevention systems. In addition, sea-going vessels operating on international routes must also comply with international conventions applicable to sea-going vessels regarding maritime safety, maritime security, maritime labor conditions, and environmental pollution prevention, of which the Socialist Republic of Vietnam is a member.
What are the contents of registration of Vietnamese sea-going vessels?
Pursuant to Article 4 of Circular 40/2016/TT-BGTVT stipulates as follows:
Contents of registration of ships
1. Approval for ship manuals.
2. Assessment of ship designs.
3. Inspection, classification, and issuance of technical certificates in terms of maritime safety and pollution prevention for ships with respect to new construction, conversion, restoration, import, and operation.
4. Verification and issuance of safety management certificates, maritime security certificate, and maritime labor certificates for ships as specified in ISM Code, ISPS Code, and Maritime Labor Convention 2006.
5. Technical verification to serve the purchase, sale, charter of ships, investigation of marine incidents and accidents as required by regulatory agencies or ship owners, insurance buyers or sellers, ship buyers, sellers, and charterers.
6. Inspection and certification of technical safety and environment pollution prevention in terms of containers, machinery, materials, equipment used in ships with respect to manufacturing, assembly, import, restoration, and conversion.
7. Verification and certification of facilities meeting conditions for new construction, conversion, and repair of ships; verification and certification of facilities provide testing and services of safety equipment testing and manufacturers in connection with technical safety and environment pollution prevention of ships.
8. Verification and issuance of documents of compliance to companies as prescribed in ISM Code.
9. Issuance of certificates of drill for company safety management officers and company security officers, ship security officers as specified in ISM Code and ISPS Code.
10. Issuance of welder certificates as prescribed in national technical regulation on classification and construction of ships.
Thus, the content of sea-going vessel inspection is carried out according to the above regulations.
