"Article 10. Process of considering and requesting the level of groups, subjects and faculties
1. Team and subject level
a) Teachers, based on the standards specified in this Circular, voluntarily compile dossiers (03 sets), submit them to groups and subjects for consideration and recognition of the title of Excellent Teacher, Teaching Teacher. good.
b) The leader of the group or subject organizes a meeting of all teachers in the group or subject to consider that the teacher meets the prescribed standards.
c) Organize confidence gathering by secret ballot. 2. Faculty level
a) The faculty leader shall hold a meeting of all teachers in the faculty to consider and propose the recognition of the title of Good Teacher, Good Teacher at the grassroots level.
b) Organize a vote of confidence by secret ballot (for preschools, consult all teachers of the school). c) The Council works on the principles of democracy, openness and secret ballot. Meetings of the Council must be attended by 2/3 or more members. 2. The Chairman of the Council decides to establish a Secretariat to assist the Council.
3. Appraisal of documents
a) The standing body of the Council summarizes the proposals of the faculties and hands over the dossiers to the Secretariat for appraisal.
b) The Secretariat appraises the accuracy and validity of the records and the standards of the teachers as prescribed, reports to the Chairman of the Council the results of the evaluation of qualified and unqualified teachers for consideration. recognize the title of Good Teacher, Good Teacher, request the Chairman of the Council to make a public announcement and post it on the school's website, at least 10 days before holding the Council meeting on appraisal results of the Secretariat.

4. Meeting the Board and completing the application

c) The Secretariat shall complete the dossier and report to the Party Committee and request the competent person specified in Clause 5 of this Article to issue a decision on recognition.
5. Authority to decide on recognition of the title of Good Teacher, Lecturers at the grassroots level
a) For schools under the Ministry of National Defense: Based on the proposal of the grassroots council, the Director and Rector shall sign the decision on recognition and certificate of title of Good Teacher, Good Teacher at grassroots level.
b) For schools that are not affiliated to the Ministry of National Defense: Based on the proposal of the grassroots council, the director and principal shall report in writing to the head of the school management level to sign the accreditation decision and the certificate of approval.
