2. A festival attendee has the following responsibilities:
a) Strictly comply with regulations of law, and rules for adoption of civilized lifestyle during a festival;
b) Behave properly during a festival; wear clothes that are appropriate to Vietnam's fine traditions and customs; do not use bad language and insult spirituality, which badly affects solemn atmosphere of a festival;
c) Burn incense and votive papers in designated places; do not push or bump against others; protect the environment;
d) Do not organize or engage in superstition-related activities, illegal gambling and other violations of law.
dd) Do not engage in profitable money exchange within monuments/sites and festivals;
e) In addition to complying with Points a, b, c, d and dd Clause 2 of this Article, officials and workers must comply with the following regulations: do not attend festivals during office hours; do not use state-owned vehicles and state-owned equipment (or rent vehicles) to attend festivals (except for members of the organizing committee or persons assigned to perform duties).
Thus, based on the above provisions, a festival attendee has the following responsibilities:

Pursuant to the provisions of Point a, Clause 1, Article 14 of Decree 38/2021/ND-CP, as follows:
Violation against regulations on organization of festivals
1. Imposing the fine ranging from 200,000 dong to 500,000 dong for one of the following violations:
a) Burning incense or burning votive paper in the wrong places;
b) Uttering profanities, swearing or insulting holy spirit, affecting the solemn atmosphere of festivals;
c) Wearing clothes which are inappropriate or do not conform to Vietnamese cultural traditions.
2. Imposing the fine ranging from 500,000 dong to 1,000,000 dong for one of the following violations:
a) Failing to submit festival review reports to competent state authorities according to regulations;
b) Insisting on asking festival attendees to use services and goods.
3. Imposing the fine ranging from 1,000,000 dong to 3,000,000 dong for one of the following violations:
a) Failing to establish festival organizers’ boards according to regulations;
b) Selling festival tickets and collecting fees for participation in festivals;
c) Organizing festivals without toilets or with toilets that fail to meet the prescribed standards at areas where festivals are held or at relics;
d) Failing to disseminate and introduce purposes, meaning and value of festivals on the loudspeaker systems or signage and other forms of propaganda;
dd) Failing to announce hotline numbers to receive feedbacks from festival participants.

Thus, based on the above provisions, individuals who burn incense or burn votive paper in the wrong places will be warned or fined from 200,000 VND to 500,000 VND.

Pursuant to the provisions of Point a, Clause 1, Article 6 of the Law on Handling of Administrative Violations 2012 as amended by Point a, Clause 4, Article 1 of the Law on amendments and supplements to certain Articles of the Law on Handling of Administrative Violations 2020:
Statute of limitations for handling of administrative violations
1. The statute of limitations for administrative violation sanction is regulated as follows:
a) The limitation period for imposition of an administrative penalty shall be 01 year, except in the following cases:
The limitation period for imposition of sanctions against administrative violations arising from the following sectors and activities: accounting; invoices; fees and charges; insurance business; price management; securities; intellectual property; construction; fishery; forestry; investigation, planning, exploration, extraction and use of water resources; oil and gas and other mining activities; environmental protection; atomic energy; management and development of houses and offices; land; levees; press; publishing; commodity production, export, import and trading; manufacturing and trading of banned and counterfeit goods; foreign worker management, the statute of limitations for sanctioning administrative violations, shall be 02 years.
The limitation period for imposition of sanctions against administrative violations arising from taxes shall be subject to laws on tax administration
