On February 20, 2023, the government issued Resolution 21/NQ-CP in 2023 on the Vietnam - National Action Plan for the period of 2022–2026 to implement Directive 15-CT/TW of the Secretariat on economic diplomacy to serve the country's development until 2030.
Accordingly, the tasks and solutions proposed by the government in Section II of the program promulgated together with Resolution 21/NQ-CP in 2023 include;
- Promote and raise economic diplomacy awareness, awareness, and responsibility.
- Continue to expand and deepen relations and create opportunities to interweave economic interests with bilateral and multilateral partners.
- Enhance the effectiveness and efficiency of international economic integration.
- Promote mobilization and attraction of external resources to strengthen growth drivers for socio-economic development.

What is the purpose of the Vietnam - National Action Plan to implement Directive 15-CT/TW on economic diplomacy?
Pursuant to Subsection 1 of Section I of the program promulgated together with Resolution 21/NQ-CP in 2023, the purpose of the Vietnam - National Action Plan is to implement Directive 15-CT/TW in 2022 on business diplomacy.
- Concretize and implement the guiding views, tasks, and solutions in Directive 15-CT/TW 2022 of the Party Central Committee Secretariat, term XIII on economic diplomacy in service of national development, to 2030 on the basis of adhering to the goals, tasks, and solutions of the 5-year socioeconomic development plan for the period 2021-2025.
- Create a drastic change in the awareness of all levels, branches, and the whole society towards economic diplomacy, in which it is necessary to master economic diplomacy as a fundamental and central task of diplomacy. Vietnam, an important driving force for the country's rapid and sustainable development, is a pioneer in mobilizing external resources, contributing to accelerating industrialization and modernization, and enhancing the economy's potential and strength, competitiveness, and adaptive capacity, building an independent, self-sufficient, proactive economy, and actively integrating into the world comprehensively, extensively, and effectively.
What is the implementation requirement of Vietnam - National Action Plan to implement Directive 15-CT/TW on economic diplomacy?
Pursuant to Subsection 2, Section I of the program promulgated together with Resolution 21/NQ-CP in 2023, the implementation of the Vietnam - National Action Plan to implement Directive 15-CT/TW in 2022 on diplomacy is required:
The government expects all levels, branches, and localities to take Directive 15-CT/TW seriously in 2022, and to develop and implement action plans to implement the Directive under the motto "Thinking brightly, creating, acting decisively, responding flexibly and effectively, exploiting and taking advantage of all opportunities for national development," with the following specific requirements:
+ In the leadership and direction of economic diplomacy, it is necessary to clearly define the focus, take national interests, efficiency, and substantive issues as the top criteria, and take the people, localities, and service-centric businesses into consideration.
+ Clearly define the roles of party organizations, authorities at all levels, heads of party committees, authorities at all levels, and heads of agencies and units in implementing economic diplomacy. The organization of research and mastery must be serious, practical, effective, avoid formalism, and suitable to each object, component, level, branch, party committee, and government at all levels, especially at the grassroots level in developing specific plans and programs to implement Directive 15-CT/TW in 2022.
