"Article 4. Direct expenses to take care for, protect and train union members and employees

2. Visitation and allowances
2.1. Expenses for allowances, support and visitation for officials in trade union agencies
- Cadres, civil servants and employees who are permitted by competent authorities to sign labor contracts (hereinafter referred to as public servants) in trade union agencies suffer from illness, accidents or epidemics and must be treated at hospitals. (inpatient, outpatient) can spend up to 1,000,000 VND/time, no more than 2 times a year.
- Public employees in trade union agencies who suffer from serious diseases are entitled to a maximum allowance of 3,000,000 VND/person/year.
- Public officials in trade union agencies die, their relatives are supported up to 5,000,000 VND; pay a visit of 1,000,000 VND and money for incense and flowers.
- The death of a father, mother or spouse, spouse, or child of a public official in a trade union agency is entitled to a maximum subsidy of 3,000,000 VND/person; Expenses for visiting 1,000,000 VND and money for incense and flowers.

2.2. Expenses for cadres retiring or changing job in trade union agencies
a) Spending on gifts for public employees in trade union agencies when they retire:
- General Confederation: Maximum spending: 4,000,000 VND/person.
- Labor Confederation of province, city and equivalent; The immediate superior trade union at the grassroots level: Maximum spending: 3,000,000 VND/person.
Civil servants retire at any unit paid by that unit.
b) Civil servants in trade union agencies transfer to another unit:
General federation; Confederation of Labor at provincial, city and equivalent levels; The grassroots direct superior trade union: Maximum gift-giving level: 2,000,000 VND/person.
c) Comrades who are members of the Executive Committee, members of the Trade Union Inspection Committee, when quitting the Executive Committee, the Inspection Committee may receive gifts according to the following rates:
- General Confederation: The maximum spending level is 3,000,000 VND/person.
- Confederation of Labor at provincial, city and equivalent levels: The maximum spending level is 2,000,000 VND/person.
- Direct superior trade union at grassroots level: The maximum spending level is 1,000,000 VND/person.
d) Expenses for visiting retired full-time trade union cadres in trade union agencies, on the occasion of the establishment of the Vietnam Trade Union and the Lunar New Year, the maximum spending level is 300,000 VND/person/time.
e) Expenses for visiting officials and public servants in retired trade union agencies who suffer from serious illnesses, the maximum spending level is 1,000,000 VND/person/time/year.

2.3. Expenses for social activities
a) Expenses for visiting and encouraging union members, workers, public employees and laborers facing difficulties due to occupational accidents, occupational diseases, natural disasters, epidemics, fatal diseases, visiting war invalids or accidents Victims affected by Agent Orange on the day of war invalids and martyrs, as follows:
- General federation; Labor Confederation of province, city and equivalent: maximum 1,000,000 VND/person/time.
- Direct superior trade union at grassroots level: maximum 500,000 VND/person/time.
The number of visitors and the level of visits shall be decided by the head of the estimating unit.
b) Expenses for union members and employees at agencies, units and enterprises that pay trade union fees who die due to occupational accidents, occupational diseases, natural disasters, epidemics or fatal diseases their relatives are supported up to 3,000,000 VND/person.

2.4. Expenses for contributor
a) Collectives and individuals that make many contributions to and support the operation of trade unions shall be paid for collaborators according to the following levels:
- General federation:
+ From 300,000 VND to 500,000 VND/individual.
+ From 2,000,000 VND to 3,000,000 VND/team.
- Labor Confederation of province, city and equivalent:
+ From 200,000 VND to 400,000 VND/individual.
+ From 1,000,000 VND to 2,000,000 VND/team.
- Direct superior trade union at grassroots level:
+ From 100,000 VND to 300,000 VND/individual.
+ From 500,000 VND to 1,000,000 VND/team.
b) For collaborators, leaders of ministries, branches, localities, and units that regularly have relations with, help and support units in case of illness, disease, death or having relatives (natural father, mother or wife, husband, spouse, children) dies, depending on each case, the head of the estimation unit shall decide the level of visitation and visitation from 500,000 VND to 1,000,000 VND/ person/time."
In case the collaborator has to spend higher than the head of the estimating unit to consider and decide.
