Primitive weapons are weapons with simple structure and operation principles, and produced either manually or industrially, including: daggers, swords, spears, pikes, halberds, lances, bayonets, sabers, scimitars, clubs, brass knuckles, maces, bows, crossbows, darts.

The procedure for equipping primitive weapons for subjects not under the management of the Ministry of National Defense is as follows:

- The application dossier includes:

+ A written request clearly stating the need, conditions, quantity, and types of primitive weapons to be equipped;

+ A copy of the establishment decision or a copy of the enterprise registration certificate;

+ An introduction letter enclosed with a copy of the citizen identification card, identity card, passport, or Police identification card of the person contacting.

- The above-mentioned dossier is made into 01 set and submitted to the competent police agency determined by the Minister of Public Security;

- Within 05 working days from the date of receipt of a complete dossier, the competent police agency shall issue a License for equipping primitive weapons; in case of refusal, a written reply stating clear reasons must be given;

- The License for equipping primitive weapons is valid for 30 days.

The procedure for equipping primitive weapons for subjects under the management of the People's Army, Militia, Coast Guard, national defense and security education centers, Cryptographic agencies, and clubs, training institutions, and sports training centers under the management of the Ministry of National Defense:

According to the regulations of the Minister of National Defense.

The procedure for declaring primitive weapons for subjects not under the management of the Ministry of National Defense is as follows:

- Agencies, organizations, or units after being equipped with primitive weapons must go to the police agency issuing the License for equipping primitive weapons to carry out the declaration procedures.

- The application dossier includes:

+ A written request of the agency, organization, or unit clearly stating the quantity, types, and manufacturing country;

+ Brand, serial number, and sign (if any) of each primitive weapon; a copy of the License for equipping primitive weapons; a copy of the invoice or delivery note;

+ An introduction letter enclosed with a copy of the citizen identification card, identity card, passport, or Police identification card of the person contacting.

Within 03 working days from the date of receipt of a complete dossier, the police agency issuing the License for equipping primitive weapons shall be responsible for notifying the declaration confirmation of primitive weapons to the agency, organization, or unit;

- Organizations or individuals possessing primitive weapons for displaying, exhibiting, or keeping as family heirlooms must declare with the commune-level police office where the headquarters or residence is located. The application dossier includes:

+ A written request;

+ A declaration of primitive weapons, a copy of documents proving the origin (if any);

+ An introduction letter enclosed with a copy of the citizen identification card, identity card, passport, or Police identification card of the person contacting.

Within 03 working days from the date of receipt of a complete dossier, the commune-level police office must notify the declaration confirmation of primitive weapons to the organization or individual possessing them.

The procedure for declaring primitive weapons for subjects under the management of the Ministry of National Defense shall follow the regulations of the Minister of National Defense.
