On August 30, 2024, the Ministry of Construction issued Circular 08/2024/TT-BXD regulating the numbering and attaching number plates of houses and construction works in Vietnam.

Circular 08/2024/TT-BXD regulates the numbering and attaching number plates of houses and construction works (hereinafter referred to as houses) in urban areas, rural areas, housing construction investment projects, urban area construction investment projects, and industrial zones nationwide.

Article 4 of Circular 08/2024/TT-BXD stipulates the requirements for numbering and attaching house numbers as follows:

(1) Ensuring the determination of house addresses and facilitating organizations and individuals to receive information, communicate, engage in civil transactions, commercial transactions, and other transactions.

(2) Contributing to urban and rural beautification, enhancing the effectiveness and efficiency of administrative management, population management, fire prevention and fighting, security, and order, as per the provisions of the law.

(3) The numbering and attaching of house numbers must be consistent with the house addresses in the application files for Certificates of Land Use Rights, Certificates of Homeownership, and other assets attached to land.

(4) Numbering and attaching house numbers must ensure the management of information and data about the addresses of organizations and individuals; and ensure integration, connection, and sharing with the national database of population, the national land database, and other relevant databases when required.

What are details of regulations on reviewing and numbering houses in Vietnam?

Based on Article 5 of Circular 08/2024/TT-BXD, the review and numbering of houses in Vietnam are regulated as follows:

- The Commune-level People's Committee reviews and proposes a plan for numbering and attaching house numbers in the locality according to the provisions in Articles 6, 7, 8, and Chapter III of Circular 08/2024/TT-BXD to be submitted to the District-level People's Committee for decision and implementation, except for cases stipulated in Section 2 and Section 3 of Chapter II Circular 08/2024/TT-BXD.

What are regulations on numbering houses facing streets and roads in Vietnam?

Based on Article 6 of Circular 08/2024/TT-BXD, the numbering of houses facing streets and roads in Vietnam is regulated as follows:

(1) The numbering of houses facing streets and roads uses natural number sequences (1, 2, 3..., n) in order from smaller to larger numbers according to the direction specified in Clause 2 of this Article. Houses on the left side take odd numbers (1, 3, 5, 7...), and houses on the right side take even numbers (2, 4, 6, 8...).

In case a house has doors opening onto two different streets or roads, the house is numbered according to the street or road with the larger cross-section; if the streets or roads have equivalent cross-sections, the house is numbered according to the street or road with the main entrance door or continues the already numbered sequence.

(2) The direction of numbering houses facing streets and roads is implemented as follows:

- The numbering direction is implemented from North to South, from East to West, from Northeast to Southwest, from Southeast to Northwest;

- For uniquely oriented streets and roads not following the provisions of point a of this clause, the numbering direction is decided by the District-level People's Committee (examples: radiating roads, streets where the numbering direction starts from the city, province, district, district-level town, commune-level town center towards the outer center);

- Streets and roads already numbered before this Circular comes into effect will retain their current numbering direction.

(3) For streets and roads without continuous housing construction (with empty land), the District-level People's Committee bases on the detailed construction planning approved by competent authorities to number the houses and ensure reserve house numbers for the street or road; in case there is no detailed construction planning for the street or road, the District-level People's Committee decides and organizes the numbering and attaching of house numbers to ensure suitability with the specific conditions of each area.

(4) In cases where new houses are built between two continuously numbered houses on a street or road, the new houses will be numbered according to one of two methods:

- Numbering by combining the smaller house number with a capital letter (A, B, C,...), starting from A (example: a new house between house numbers 20 and 22 will be numbered 20A, 20B, 20C, ...);

- Numbering by combining the smaller house number with a dash and a natural number, starting from 1 (example: a new house between house numbers 20 and 22 will be numbered 20-1, 20-2, 20-3,..., 20-24, 20-25,...., 22).

(5) For newly constructed extended roads or streets at the end of existing ones, the house numbering continues from the last house number of that road or street according to the provisions of Circular 08/2024/TT-BXD

Note: Circular 08/2024/TT-BXD comes into force in Vietnam from October 15, 2024.
