On August 29, 2024, the Department of Education and Training of Ho Chi Minh City issued Official Dispatch 5398/SGDDT-KTKD of 2024 download providing guidelines for education quality accreditation for the school year 2024-2025.
According to Section 2 of Official Dispatch 5398/SGDDT-KTKD of 2024, the guidelines for external evaluation of education quality accreditation for the school year 2024-2025 are as follows:
- All educational institutions eligible for external evaluation or those already recognized for achieving education quality accreditation but have reached the end of the 5-year period must register for external evaluation in the school year 2024-2025 to be recognized for education quality accreditation .
- Preschools, elementary schools, and secondary schools should send their registration dossiers for external evaluation to the Department of Education and Training for content review and consolidation of registration to be sent to the Department of Education and Training.
- High schools, multi-level schools, preschools under the Department of Education and Training, vocational-education centers, continuing-education centers, and the Departments of Education and Training should register for external evaluation in the school year 2024-2025, submitting their dossiers to Ms. Nguyen Xuan Mai - Deputy Head of Testing and education quality accreditation Department - from the 1st to the 5th of each month.
- Educational institutions registering for external evaluation should follow the registration form available on the electronic portal of the Testing and education quality accreditation Department, Department of Education and Training. The registration form should clearly state whether the external evaluation is for recognition of achieving education quality accreditation only, National Standard only, or both; and accurately provide the school's address and contact information if necessary.

Guidelines for Reporting and Publicizing education quality accreditation Work in Vietnam for the school year 2024-2025
According to Section 4 of Official Dispatch 5398/SGDDT-KTKD of 2024, the guidelines for reporting and publicizing the work of education quality accreditation for the school year 2024-2025 are as follows:
- The Departments of Education and Training in districts, towns, and Thu Duc City should report the summary of education quality accreditation and the construction of national standard schools to the Department of Education and Training before April 29, 2025.
- High schools, multi-level schools, preschools under the Department of Education and Training, vocational-education centers, continuing-education centers should conduct annual self-evaluation and report the results of self-evaluation and quality improvement plans to the Department of Education and Training before April 15, 2025.
- Educational institutions should publicize the information on evaluation and education quality accreditation results on their electronic portal as per the regulations in Circular 09/2024/TT-BGDĐT on publicizing activities of educational institutions in the national education system.
What are standardized educational qualifications of teachers in Vietnam?
According to Article 72 of the Education Law 2019, the standardized educational qualifications of teachers is stipulated as follows:
- The standardized educational qualifications of teachers is as follows:
(i) A college degree in pedagogy or higher for preschool teachers;
(ii) A bachelor's degree in a teacher training discipline or higher for elementary, secondary, and high school teachers. In the case of subjects lacking teachers with a bachelor's degree in a teacher training discipline, a bachelor's degree in a relevant discipline and a pedagogical training certificate are required.
(iii) A master's degree for university-level lecturers; a doctoral degree for lecturers teaching and supervising master's theses and doctoral dissertations.
(iv) The standardized educational qualifications of teachers in vocational education institutions is as stipulated by the Vocational Education Law.
- The Government of Vietnam shall stipulate the roadmap for implementing the enhancement of the standard qualification for preschool, elementary, and secondary teachers as set out in (i) and (ii) The Minister of Education and Training and the Minister of Labor, Invalids, and Social Affairs, within their respective functions and authorities, shall stipulate the utilization of teachers in cases where they do not meet the criteria stated in (1).
