Previous regulations on training certificates according to the professional title standards of teachers training colleges in Vietnam
According to the provisions at point c, clause 2 Article 4, point c clause 2 Article 5, point c clause 2 Article 6 Circular 35/2020/TT-BGDDT on standards of training and retraining qualifications with reference to training certificates according to the professional title standards of teachers training colleges are as follows:
"Article 4. Teaching Assistant (Level III) - Code: V.07.01.23

2. Standards of training and retraining qualifications:
a) Have a university degree or higher relevant to the job position and teaching major;
b) Have a certificate of professional training in pedagogy (for lecturers who do not graduate from a university of pedagogy or a university of technical pedagogy);
c) Possess a certificate of training according to the professional title of a teacher of a pedagogical college (class III).
"Article 5. Lecturer of the main teacher training college (level II) - Code: V.07.08.21

2. Standards of training and retraining qualifications:
a) Possess a master's degree or higher relevant to the job position, major and teaching discipline;
b) Have a certificate of professional training in pedagogy (for lecturers who do not graduate from a university of pedagogy or a university of technical pedagogy);
c) Possess a certificate of training according to the professional title standards of a major teacher of a pedagogical college (level II).
"Article 6. Lecturers of advanced teacher training colleges (class I) - Code: V.07.08.20

2. Standards of training and retraining qualifications:
a) Possess a doctoral degree relevant to the job position, industry or teaching discipline;
b) Have a certificate of professional training in pedagogy (for lecturers who do not graduate from a university of pedagogy or a university of technical pedagogy);
c) Possess a certificate of training according to the professional title standards of a lecturer at a senior pedagogical college (class I)."
Previously, in the provisions of Circular 35/2020/TT-BGDĐT, lecturers of teacher training colleges with each classification of professional titles must satify the standards of training certificates according to the standards of professional titles corresponding to levels I, II, III.
Lecturers of teacher training colleges only need 1 training certificate according to professional title standards from April 19, 2022
According to the provisions of Clause 1, Article 1 of Circular 04/2022/TT-BGDDT (effective from April 19, 2022) as follows:
"Article 1. Amending and supplementing a number of articles of the Circular No. 35/2020/TT-BGDĐT dated October 1, 2020 of the Minister of Education and Training on codes, professional titles standards, appointment and salary arrangement for teaching staff in public pedagogical colleges
1. Point c Clause 2 Article 4, Point c Clause 2 Article 5, Point c Clause 2 Article 5 and Point c Clause 2 Article 6 are amended as follows:
“c) Possess a certificate of training according to the professional title standards for leccturers of teacher training college.”
Thus, standards for training and retraining for leccturers of teacher training college for all levels (I, II, III) no longer require a training certificate according to the professional title standards for leccturers of teacher training college with each classification as before.
Instead, all three classes leccturers of teacher training college will have the same conditions for a training certificate according to the professional title standards.
Notable contents on the training certificate according to the title standard for lecturer of teacher training colleges in Vietnam
According to the provisions of Clause 2, Article 1 of Circular 04/2022/TT-BGDDT (effective from April 19, 2022) as follows:
"Article 1. Amending and supplementing a number of articles of the Circular No. 35/2020/TT-BGDĐT dated October 1, 2020 of the Minister of Education and Training on codes, professional titles standards, appointment and salary arrangement for lecturer of teacher training colleges

2. Article 10a after Article 10 supplemented as follows:
“Article 10a. Transition Regulations
1. Officials who have been appointed to the professional titles of teaching public employees in public pedagogical colleges in accordance with law before the effective date of this Circular are determined to meet the regulation on professional titles standards for lecturer of teacher training colleges specified in this Circular corresponding to their appointed professional titles.
2. Public employees who have obtained training certificates according to professional title standards of teaching public employees in public pedagogical colleges or in public higher education institutions as prescribed by previous law June 30, 2022 is determined to meet the requirements for a certificate of training according to the professional title standards of a teacher's college of pedagogy; at the same time, they can be used when taking the exam or considering for promotion to professional titles and are not required to study a refresher program according to the professional titles standards for lecturer of teacher training colleges specified in this Circular.”
Thus, official who have obtained training certificates according to the professional title standards for lecturer of teacher training colleges or in public higher education institutions as prescribed by law before June 30, 2022, is determined to meet the requirements for a certificate of training according to the professional title standards for lecturer of teacher training colleges. At the same time, it can be used when taking an exam or considering promotion to a professional title and not having to study a refresher program according to the professional title standards for lecturer of teacher training colleges specified in this Circular.
