Pursuant to Article 14 of the Draft Law on Health Insurance (Draft dated February 15, 2022) on the payment rates and responsibilities to pay health insurance as follows:

1. Payment rate and responsibility for payment of health insurance are regulated as follows:

- The monthly payment rate of the subjects specified at Point a, Clause 1, Article 13 of this Law is at most 6% of the monthly salary, of which the employer pays 2/3 and the employee pays 1/3. During the period when the employee is on leave to enjoy the maternity regime in accordance with the law on social insurance, the maximum monthly payment is equal to 6% of the employee's monthly salary before the maternity leave and shall be paid by the employer. paid social insurance;

- The monthly payment rate of the subjects specified at Point b, Clause 1, Article 13 of this Law is at most 6% of the base salary, of which the employer pays 2/3 and the employee pays 1/3;

- The monthly payment rate of the subjects specified at Point a, Clause 2, Article 13 of this Law shall not exceed 6% of their pension or working capacity loss allowance and shall be paid by a social insurance organization;

- The monthly payment rate of the subjects specified at Points b and c, Clause 2, Article 13 of this Law shall not exceed 6% of the base salary and shall be paid by the social insurance organization;

- The monthly payment rate of the subjects specified at Point d, Clause 2, Article 13 of this Law is at most 6% of the unemployment allowance and shall be paid by the social insurance organization;

- The monthly payment rate of the subjects specified at Point a, Clause 3, Article 13 of this Law shall be at most 6% of the monthly salary for salaried employees, and at most equal to 6% of the base salary for those enjoying subsistence allowances. and paid by the state budget;

- The monthly payment rate of the subjects specified at Points b, c, d, dd, e, g, h, i, k, l, m and o, Clause 3, Article 13 of this Law is at most 6% of the salary. establishments and paid by the state budget;

- The monthly payment rate of the subjects specified in Clause 4, Article 13 of this Law shall not exceed 6% of the basic salary, paid by the subjects themselves and partly supported by the state budget;

- The monthly payment rate of the subjects specified at Point a, Clause 4 and Clause 5, Article 13 of this Law is at most 6% of the base salary and shall be paid by the subjects according to their households.

2. -In case a person simultaneously belongs to many different subjects of participating in health insurance as prescribed in Article 13 of this Law, he/she shall pay health insurance premiums according to the first subject that he/she is identified in the order of the subjects specified in Article 13 of this Law.

-In case the subjects specified at Point a, Clause 1, Article 13 of this Law have one or more indefinite-term labor contracts or labor contracts with a term of full 3 months or more, they shall pay health insurance premiums. under the labor contract with the highest salary.

-In case the subjects specified at Point b, Clause 1, Article 13 of this Law are at the same time participating in many different health insurance coverages specified in Article 13 of this Law, the health insurance premiums shall be paid in the following order: paid by the social insurance organization, by the state budget, by the subjects and the commune-level People's Committee.

3. Members of households specified at Point a, Clause 5, Article 13 of this Law are entitled to a reduction of the premium from the second member when participating in health insurance in the fiscal year, specifically as follows:

- The first person pays a maximum of 6% of the base salary;

- From the second person onwards, the payment is equal to 80% of the payment rate of the first person;

4. The group is closed by the employer.

5. The Government shall specify the payment and support levels specified in this Article.
