Is it mandatory to create an eID account?
First of all, according to the provisions of Clauses 6 and 7, Article 3 of Decree 59/2022/ND-CP of Vietnam, the definition of an electronic identity account is as follows:

6. “eID account" refers to a collection of username, password or other authentication methods and is created by the electronic identification and authentication regulator.
7. “Information synced to an eID account” refers to pieces of information about an eID holder represented in papers or documents issued by Vietnam's competent authorities and verified via national or specialized databases in order to make it possible for them to be synced to that eID account upon an eID holder’s request, including information about health insurance cards, vehicle registration certificates, driving licenses, tax identification numbers or others falling within the remit of ministries or quasi-ministries after getting agreement from the Ministry of Public Security.
Thus, an electronic identity account is a collection of username (personal identification number of citizens) and password (sent via text message to each individual) created by the identification system and electronic authentication of the Ministry of Public Security. This account is managed and authenticated on the VNeID application.
At the same time, the registration of an electronic identity account is not mandatory, but citizens are encouraged to register to use it.

Who is eligible to be granted access to eID accounts in Vietnam?
Pursuant to Article 11 of Decree 59/2022/ND-CP of Vietnam stipulating as follows:
Individuals and non-person entities eligible to be granted access to eID accounts
1. Vietnamese citizens who are 14 years of age or older; Vietnamese citizens who are under 14 years of age or wards may share the same eID accounts with their parents or guardians.
2. Foreigners aged 14 years or older who enter in Vietnam; foreigners who are under 14 years of age or wards may share the same eID accounts with their parents or guardians.
3. Agencies or non-person entities that are founded or successfully register their operation in Vietnam.
According to the above regulations, individuals and non-person entities eligible to be granted access to eID accounts shall be:
- Vietnamese citizens who are 14 years of age or older; Vietnamese citizens who are under 14 years of age or wards may share the same eID accounts with their parents or guardians.
- Foreigners aged 14 years or older who enter in Vietnam; foreigners who are under 14 years of age or wards may share the same eID accounts with their parents or guardians.
- Agencies or non-person entities that are founded or successfully register their operation in Vietnam.
What are documents replaced with electronic identification accounts?
Electronic ID accounts have two levels in VNeID application: Level 1 includes personal information and portraits; Level 2 has more information about fingerprints.
- Level 1: Using some features such as epidemic prevention (health declaration, vaccination information), online public service processing (stay notification, registration of permanent residence, temporary residence, declaration of temporarily absent).
- Level 2: Use all provided utilities such as integrating documents (driver's license, vehicle registration, health insurance), paying a variety of electronic bills (electricity, water, etc.) social insurance, health insurance, money transfer).
The following types of documents will be integrated into the electronic identification account (VNeID application):
- Citizen ID with chip: An electronic identification account can be used instead of a chip-based citizen ID when performing many administrative procedures.
- Health insurance card: Citizens can use it when medical examination and treatment, insurance payment, no need to present a traditional health insurance card.
- Information on vehicle registration and driving license: People and authorities can use it when carrying out procedures related to new, renewed and re-issued driving licenses.
- Information about dependents and guardians: Through an electronic identification account, citizens declare their stay without having to contact the police.
In addition, the VNeID application provides an official channel to support people in reporting crimes to the police in a safe, confidential manner, without revealing information.
