Based on Subsection 9, Part B, Section II, Administrative Procedures issued with Decision 3384/QD-BCA-C07 2024, the province-level procedures for reissue of certificate of training in fire prevention and fighting operations in Vietnam is as follows:
- Step 1: Individuals and organizations prepare the dossier as prescribed by law.
- Step 2: Individuals and organizations submit the dossier to the Fire Prevention, Fighting and Rescue Police Division - Provincial Police.
- Step 3: The receiving officer checks the legality and components of the dossier (documents in the dossier submitted to the police agency must be the original, certified copy, photocopy accompanied by the original for comparison in case of direct submission or through public postal services; original or certified electronic copy in case of online submission via the National Public Service Portal or the Ministry of Public Security's Public Service Portal).
+ If the dossier is valid and complete, the officer writes a Receipt for resolving administrative procedures regarding fire prevention and fighting to the dossier submitter, one copy is handed over and one copy is kept, or a receipt notice is sent via email or phone message to the submitting entity;
+ If the dossier is incomplete or invalid, it is returned with guidance for completion, and the information is recorded on a Supplemental Guidance Form, one copy is given to the dossier submitter and one copy is kept, or the guidance content for supplementing the dossier is notified via email or phone message to the submitting entity.
- Step 4: Based on the appointment date on the Receipt for resolving administrative procedures regarding fire prevention and fighting or the email/phone message notice, individuals and organizations collect the results directly or through public postal services, or receive the electronic results via the Public Service account that was previously used for submission.
- Method of Execution:
+ Directly: Submit the dossier directly at the Single Window Office under the Fire Prevention, Fighting and Rescue Police Division - Provincial Police.
+ Public Postal Service: Submit the dossier via public postal services.
+ Online: Submit the dossier on the National Public Service Portal or the Ministry of Public Security's Public Service Portal.
- Fees and Charges: None.
- Time for Processing: Time limit: 05 working days from the date of receipt of a complete and valid dossier.
- Administrative Procedure Execution Agency: Fire Prevention, Fighting and Rescue Police Division - Provincial Police.

Who is required to participate in training and refresher courses on fire prevention and fighting operations in Vietnam? How long is the training period?
According to Clause 1, Article 33 of Decree 136/2020/ND-CP, the subjects include:
+ Persons holding the title of firefighting commander as stipulated in Clause 2, Article 37 of the 2020 Law on Fire Prevention and Fighting;
+ Members of the civil defense team, grassroots fire prevention and fighting team;
+ Members of the specialized fire prevention and fighting team;
+ Persons working in fire or explosion hazardous environments or frequently in contact with fire or explosion hazardous goods;
+ Operators of vehicles, persons working on vehicles carrying passengers with more than 29 seats, and operators of vehicles carrying fire or explosion hazardous goods;
+ Persons performing fire prevention and fighting duties at facilities listed in Appendix IV issued with Decree 136/2020/ND-CP;
+ Members of the forest fire prevention and fighting team or unit.
Additionally, based on Clause 3, Article 33 of Decree 136/2020/ND-CP, the training, and education periods in fire prevention and fighting are regulated as follows:

3. Training and education periods in fire prevention and fighting
a) Initial training and education period: From 16 to 24 hours for subjects specified at Points a, b, d, dd, e, and g of Clause 1 of this Article and from 32 to 48 hours for subjects specified at Point c of Clause 1 of this Article;
b) Retraining period to get the Fire Prevention and Fighting Training Certificate after the certificate has expired is at least 16 hours for subjects specified at Points a, b, d, dd, e, and g of Clause 1 of this Article and 32 hours for subjects specified at Point c of Clause 1 of this Article;
c) Annual supplementary education period in fire prevention and fighting is at least 08 hours for subjects specified at Points a, b, d, dd, e, and g of Clause 1 of this Article and at least 16 hours for subjects specified at Point c of Clause 1 of this Article.

- Methods of propaganda, building a movement for all people to participate in fire prevention and fighting;
- Measures of fire prevention; measures, tactics, and techniques of firefighting;
- Methods of building and practicing firefighting plans;
- Methods of maintenance and use of fire prevention and fighting equipment;
- Methods of safety inspection for fire prevention and fighting.
