According to Article 4 of Circular 15/2024/TT-BCT on guidance on refresher training for specialized inspectors in Industry and Trade sector in Vietnam:
- The Department of Organization and Personnel shall take the lead, cooperate with the Inspectorates of ministries to develop and submit the Annual Professional Development Plan for specialized inspection to the Ministry Leaders for approval.
- According to the approved Training and Development Plan, the Department of Organization and Personnel shall inform the agencies assigned to perform the function of specialized inspection about the class opening plan and submit the participation list for professional development to the Ministry Leaders for approval.
- The Inspectorates of ministries shall take the lead in developing the professional development content for specialized inspection for those assigned inspection duties and other individuals participating in specialized inspection activities, which include:
+ Regulations of the law on specialized inspection;
+ Handling complaints, denunciations, public reception, anti-corruption;
+ Updates on new legal regulations regarding inspection, complaint handling, and denunciation;
+ Other related regulations.

What are cases of suspension of specialized inspector's card in Industry and Trade sector in Vietnam from November 1, 2024?
According to Article 9 of Circular 15/2024/TT-BCT:
Suspension of Card
1. The head of the agency shall issue a decision to temporarily suspend the use of the inspection card for individuals assigned to perform specialized inspection duties under their management and report to the Ministry of Industry and Trade Inspectorate in one of the following cases:
a) Under review for disciplinary action due to violation of the law in public service activities, except in cases as specified in point đ, clause 1, Article 10 of this circular;
b) Subject to disciplinary action in public service activities but not to the extent of card revocation as specified in points b, đ, clause 1, Article 10 of this circular;
c) Prosecuted, detained, or arrested;
d) Incorrect usage of the card.
2. After conclusion by the competent authority that the cardholder did not violate the law in public service activities or after the expiration of the disciplinary decision, the head of the agency shall issue a decision to cancel the temporary suspension of card use.
Thus, the head of the agency shall issue a decision to temporarily suspend the use of the inspection card for individuals assigned to perform specialized inspection duties under their management and report to the Ministry of Industry and Trade Inspectorate in one of the following cases:
- Under review for disciplinary action due to violation of the law in public service activities, except in cases as specified in point đ, clause 1, Article 10 of Circular 15/2024/TT-BCT;

What is the uniform of individuals assigned to perform specialized Industry and Trade inspection dutiesin Vietnam?
According to Article 5 of Circular 15/2024/TT-BCT, the regulations are as follows:
Uniform of individuals assigned to perform specialized Industry and Trade inspection duties
1. The uniform of individuals assigned to perform specialized Industry and Trade inspection duties shall comply with the regulations of the Government Inspectorate and competent authorities.
2. The provision of epaulettes and ranks for the uniform of individuals assigned to perform specialized inspection duties at the Vietnam Competition Commission and the Departments under the Ministry of Industry and Trade (hereinafter referred to as the Departments under the Ministry) shall be as follows:
a) The Director-General shall be provided as Deputy Chief Inspector of the Ministry; the Deputy Director-General as Head of Department under the Inspectorates of ministries;
b) Head of Department and equivalent positions shall be provided as Deputy Head of Department under the Inspectorates of ministries; the Deputy Head of Department and equivalent positions shall be provided as Principal Inspectors;
c) Officials without leadership or management positions shall be provided as Inspectors;
d) At the investigation agency under the Vietnam Competition Commission: the Head of the investigation department shall be provided as District Chief Inspector, the Deputy Head as Deputy District Chief Inspector.
3. Individuals assigned to perform specialized inspection duties under the Market Management agency shall wear the uniform of the Market Management force as stipulated by the Government's decree detailing some articles of the Market Management Ordinance.
Thus, the uniform for individuals assigned to perform specialized Industry and Trade inspection duties is as follows:
(1) The uniform of individuals assigned to perform specialized Industry and Trade inspection duties shall comply with the regulations of the Government Inspectorate and competent authorities.
(2) The provision of epaulettes and ranks for the uniform of individuals assigned to perform specialized inspection duties at the Vietnam Competition Commission and the Departments under the Ministry of Industry and Trade (hereinafter referred to as the Departments under the Ministry) shall be as follows:
