According to Section III, Part B of Official Dispatch 4719/BGDDT-GDTC of 2024, the guidelines for ensuring school safety, protection, and child care in Vietnam are as follows:

(1) Continue to implement the National Action Program for Children for the period 2021-2030 according to Decision 23/QD-TTg of 2021 by the Prime Minister of Vietnam and Plan 1254/KH-BGDDT of 2021 issued by the Ministry of Education and Training (MOET) on the implementation of the "National Action Program for Children for the period 2021-2030 of the Education sector". Focus on directing the construction of green, clean, and beautiful school landscapes; creating a healthy, friendly educational environment without violence; enhancing knowledge and skills for educational administrators, teachers, and students on children's rights to participate in issues concerning them; developing, guiding, and implementing the school dialogue model to promote children's participation rights in schools; and models that provide child protection services in schools in Vietnam.

- Implement coordination among schools, families, and society in organizing extracurricular educational activities; consulting and communicating about health education, personal hygiene, physical training, and physical development.

- Strengthen communication, education to raise awareness, knowledge, and skills to prevent accidents, injuries, and drowning among children, and students. Promote safe swimming learning movements in general schools and teach swimming to students in schools with adequate facilities and human resources.

(2) Guide the construction of safe schools, prevention of accidents and injuries in general education institutions, and continuing education institutions[2]. Continue to implement the Mental Health Education Plan for children and students for the period 2022-2025, focusing on communication content, monitoring, and mental health care for students affected negatively by online games, electronic cigarettes, stimulants, etc.

(3) Organize the implementation, inspection, and assessment of the regulations on building safe schools and preventing accidents and injuries in education institutions.

What are the general tasks proposed in Official Dispatch 4719/BGDDT-GDTC of 2024?

Based on Part A of Official Dispatch 4719/BGDDT-GDTC of 2024, the general tasks are specified as follows:

(1) Continue to innovate and improve the quality of physical education and sports activities for students, with particular emphasis on combining reasonable nutrition policies and appropriate exercise forms for each educational level and locality to ensure the comprehensive development of morality, intellect, physicality, and aesthetics.

(2) Direct and fully implement the contents and requirements for safe schools and accident and injury prevention in educational institutions. Strengthen coordination among families, schools, and society to nurture, care for, train, and manage preschool children and students in and outside school effectively and safely; focus on preventing school diseases, school accidents, and mental health care.

(3) Continue to maintain, stabilize, and develop the students sports competition system associated with the content of the Physical Education subject under the 2018 General Education Program; the Physical Education program in higher education curricula, develop swimming and encourage ethnic sports.

(4) Enhance the application of information technology, digital transformation (building and effectively exploiting the digital learning resources, electronic lectures...), in physical education and sports activities; complete the database on school health and criteria for building safe, friendly, and happy schools. Conduct inspections, examinations, and supervision within the authority.

(5) Summarize and evaluate the Schemes and programs on physical education and school health for the period 2021-2025; continue to propose and advise on development phases in the subsequent period.

What are tasks regarding school health for the school year 2024-2025 in parent university, academies, universities and colleges of Pedagogy in Vietnam?

Based on Section II, Part B of Official Dispatch 4719/BGDDT-GDTC of 2024, the guidelines for school health tasks for the school year 2024-2025 in parent university, academies, universities and colleges of Pedagogy in Vietnam are as follows:

(1) Implement the directives and guidelines of the Ministry of Health and MOET on disease prevention and control. Coordinate closely with the grassroots health system to organize communication, education to raise awareness, knowledge, and skills on disease prevention, and health protection for students.

(2) Direct the continued implementation and summarization of the implementation of the Programs, Schemes of the Prime Minister of Vietnam on school health: the School Health Program for the period 2021-2025; the School Health Program in preschool and general education institutions associated with grassroots health for the period 2021-2025; the Scheme for Ensuring Reasonable Nutrition and Enhancing Physical Activity for children and students to improve health and prevent non-communicable diseases such as cancer, cardiovascular diseases, diabetes, chronic obstructive pulmonary disease, and asthma for the period 2018-2025.

- Implement school health tasks according to Joint Circular 13/2016/TTLT-BYT-BGDDT dated May 12, 2016, on school health tasks in educational institutions; the Action Plan of the Education sector on ensuring clean water and environmental sanitation in schools for the period 2023-2026.

- Consolidate infrastructure, personnel to ensure the full implementation of the contents, tasks stipulated in Circular 33/2021/TT-BYT dated December 31, 2021, of the Ministry of Health on school health tasks in higher education institutions and vocational education institutions.

(3) Strengthen communication, health education, population tasks in the new situation, sex education, reproductive health; prevent the harmful effects of tobacco (especially electronic cigarettes, heated tobacco...), alcohol, beer on students. Coordinate closely with Social Insurance agencies at all levels to disseminate, guide, encourage the implementation of compulsory Health Insurance for students; focus on ensuring the rights to primary health care for students in schools and supporting disadvantaged students to participate in Health Insurance.

- Promote and expand the school meal model ensuring reasonable nutrition combined with enhancing physical activities for children and students; raise awareness, and update knowledge for students on self-health care; educate a healthy, scientific lifestyle.

(4) Organize professional training to enhance the capacity of school health staff and part-time health workers according to regulations; publicize to raise awareness about school health tasks, disease prevention, and non-communicable diseases among officials, lecturers, and students.
