The scope, objectives, and viewpoints in approving the National Forestry Planning in Vietnam for the period of 2021-2030, vision to 2050 are as follows:

(1) Scope and Objects

- Scope of planning: The entire territory of Vietnam, including certain islands and archipelagos.

- Objects of planning:

Forestry land (including land with forests, and land without forests planned for forest development), forestry infrastructure works such as: nursery systems, forestry product transport roads, works serving forest protection such as forest protection stations, watchtowers, fire break lines.

(2) Viewpoints

- Forests are managed, protected, developed, and utilized sustainably; ensuring the harmonious achievement of economic, environmental, social, national defense, and security goals; conserving biodiversity resources, maintaining stable forest coverage rates, forest environmental service values, and responding to climate change.

- Ensuring the organization of linkages in a chain from forest protection, development, use to forestry product processing and trade to enhance the value of forests.

- Ensuring publicity, transparency, and the participation of organizations, households, individuals, and residential communities in forestry activities.

- Complying with international treaties related to the forestry sector that the Socialist Republic of Vietnam is a member of.

Preparation, comments, assessment, approval and adjustment of national forest planning

1. Responsibilities for organizing the formulation of national forestry planning are stipulated as follows:

a) The Ministry of Agriculture and Rural Development is responsible for organizing the formulation of national forestry planning;

b) Ministries, ministerial-level agencies, and provincial people’s committees cooperate with the Ministry of Agriculture and Rural Development in formulating national forestry planning.

2. The gathering of opinions on national forestry planning is conducted as follows:

a) The Ministry of Agriculture and Rural Development organizes the solicitation of opinions from state agencies, organizations, households, individuals, and related residential communities; compiles, acquires, and explains feedback on national forestry planning;

b) Opinions on national forestry planning are solicited publicly via electronic information portals, mass media; written solicitations; organizing conferences and workshops;

c) The duration for gathering opinions is 60 days from the date the competent state agency decides to organize the solicitation.

What are the objectives when approving the National Forestry Planning in Vietnam for the period 2021-2030, vision to 2050?

According to Clause 3, Article 1 of Decision 895/QD-TTg in 2024, the specific objectives of approving the National Forestry Planning in Vietnam for the period 2021-2030, vision to 2050 are as follows:

- General objectives

Develop the forestry sector into an economic and technical sector based on the establishment, management, protection, development, and sustainable use of forest and forestry land resources; ensure broad, equal participation of organizations and individuals in forestry activities; mobilize social resources; maximize the potential, role, and value of forests for sustainable development; increasingly contribute to economic - social development, environmental protection, conservation of natural resources, biodiversity, and response to climate change.

- Specific objectives

+ Ensure forest coverage nationwide remains stable between 42% to 43%, with a focus on improving the quality of existing natural forests.

+ The average annual growth rate of forestry production value to reach 5.0% to 5.5%. The export value of wood and forestry products to achieve 20 billion USD by 2025 and 25 billion USD by 2030; domestic consumption value of wood and forestry products to reach 5 billion USD (equivalent) by 2025, and 6 billion USD (equivalent) by 2030.

+ Average annual planting area for production forests of 238 thousand ha/year. Average annual planting area for protective and special-use forests of 8.6 thousand ha/year. Average annual natural forest restoration of 22.5 thousand ha/year; the area of forests certified for sustainable forest management to reach over 1 million ha by 2030.

+ Timber production from domestic sources to reach 35 million m3 by 2025 and 50 million m3 by 2030.

+ By 2025, income value from production forest planting per unit area to increase 1.5 times, and by 2030, increase 2 times compared to 2020.

+ Revenue from forest environmental services to increase by 5% annually. For the period 2021 - 2025, generate approximately 3,500 billion VND/year, and for the period 2026 - 2030, generate approximately 4,000 billion VND/year.

+ Infrastructure, especially for forest fire prevention and control, and IT systems for the forestry sector to receive comprehensive investment.

+ By 2030, 100% of the forest area managed by organizational forest owners is managed sustainably to effectively conserve biodiversity, ensure the protective functions of forests, and minimize forestry law violations.

- Vision to 2050

+ By 2050, develop the forestry sector into an economic and technical sector that leverages the potential and advantages of tropical forest resources; apply modern and environmentally friendly technology; create many products and services with high added value, actively participate in the global value supply chain; increasingly contribute to the country's sustainable development; improve livelihoods, develop green economy, circular economy linked with preserving and promoting traditional cultural identity and living space of ethnic minorities; ensure national defense and security.

+ Sustainable forest management, conservation of natural resources and biodiversity; ensure environmental security, water security, prevent deforestation, forest degradation, land degradation, mitigate the impacts of natural disasters, and actively respond to climate change; actively participate and fully and responsibly fulfill international commitments.
