According to Section IV Appendix II attached to Decree 61/2024/ND-CP dated June 6, 2024 of the Government of Vietnam, the conversion table for awards in the field of radio and TV broadcasting in Vietnam is as follows:
- Use the Golden Lotus - the highest award for films at the national film festival (Vietnam Film Festival) as the standard for conversion. Conversion to Golden Lotus is only applicable for:
+ Golden Kite, Prize A - the highest award for films from the Vietnam Cinema Association;
+ Golden Prize - the highest award for films at the National Television Festival;
+ Outstanding Individual Awards at the Vietnam Film Festival;
+ Outstanding Prize, Prize A for individuals in the Vietnam Cinema Association;
+ Golden Prize for outstanding individuals at the National Television Festival.
- Use the Gold Medal from the national professional performing arts competition organized by the Ministry of Culture, Sports and Tourism as the standard for conversion.
- Only consider converting Gold Medals, First Prizes, Prize A, Outstanding Prizes, and Golden Cups from competitions, festivals, and performances in professional performing arts nationally or internationally for programs, performances, and individuals.
- Specific conversion rates are as follows:

For films awarded the Golden Kite, Gold Medal at film festivals organized by the ministries and central authorities, or the Vietnam Cinema Association, the conversion of awards for the aforementioned positions will follow the conversion rates specified in Section 4 of the Broadcasting - Television Sector Award Conversion Table.
- A drama production or a cultural and artistic program on radio or television awarded the Gold Medal, First Prize, Prize A, Outstanding Prize, and Golden Cup at national professional performing arts competitions, festivals, or performances organized by ministries and central authorities will use the Gold Medal at the national professional performing arts competitions organized by the Ministry of Culture, Sports and Tourism as the standard for conversion.
The conversion of awards for the following participants will follow the conversion rates specified in Section 4 of the Broadcasting - Television Sector Award Conversion Table.

- The award of a film, performance, or program converted for an individual must not exceed the award of the film, performance, or program awarded at national professional performing arts competitions organized by ministries, central authorities, or central professional literature and art associations.
- In one (01) competition, festival, or performance on national professional performing arts organized by ministries, central authorities, or central professional literature and art associations, only one (01) award for one (01) creative position in a film, performance, or program will be counted, even if multiple awards are given.

According to Article 4 Decree 61/2024/ND-CP, the rules for awarding the People's Artist title and Artist of Merit title in Vietnam are as follows:

2. Commendation is conducted based on the following principles:
a) Accuracy, publicity, transparency, fairness, promptitude;
b) Ensuring consistency between the form, subject of commendation, and merits, achievements achieved;
c) A form of commendation may be awarded multiple times to the same subject; not awarding multiple forms for one achievement; recognizing achievements as they occur;
- Council at each level only submits cases meeting the conditions, standards, procedures, and dossiers as prescribed in Decree 61/2024/ND-CP for higher authorities' consideration.
- Do not confer the titles "People's Artist" and "Artist of Merit" on co-authors of music works and photographic works.
What is the eligibility for awarding the People's Artist title and Artist of Merit title in Vietnam?
According to Article 2 Decree 61/2024/ND-CP, the rules for awarding the People's Artist title and Artist of Merit title in Vietnam are as follows:
- This Decree applies to:
+ Individuals engaged in cultural and artistic activities in public cultural and artistic units;
+ Individuals engaged in cultural and artistic activities in non-public cultural and artistic units;
+ Individuals teaching or managing in the field of culture and art but still participating in professional cultural and artistic performances;
+ Freelance professional cultural and artistic practitioners;
+ Individuals creating cultural and artistic works;
+ Organizations and individuals involved in the process of conferring the titles "People's Artist" and "Artist of Merit".
- Individuals specified in points a, b, c, d, and e paragraph 1 Article 2 of Decree 61/2024/ND-CP include:
+ Actors: singing, dancing, music, poetry recitation; actors in areas such as Tuong, Cheo, Cai Luong, folk drama, spoken drama, body drama, opera, music and dance drama, circus, puppet show; film actors; television actors;
+ Directors of comprehensive music and dance programs; directors of works in areas such as Tuong, Cheo, Cai Luong, folk drama, spoken drama, body drama, opera, dance drama, music and dance drama, circus, puppet show; film directors, television directors of genres like feature films, documentaries, science films, animated films, and films combining many genres; radio stage directors; television stage directors;
+ Sound technicians (sound directors) in film and television works; sound technicians in stage works; lighting technicians in stage and comprehensive artistic programs;
+ Choreographers; orchestra conductors; chorus conductors; symphony artistic directors; artistic directors;
+ Cinematographers (visual directors) in cinema and television of genres: feature films, documentaries, scientific films, animated films, multi-genre films;
+ Puppet designers; animators; set designers; visual art designers in feature films and television dramas; makeup artists, costume designers in stage, cinema, and television dramas;
+ Radio and television broadcasters working in the cultural and artistic field;
+ Musicians composing music works, photographers.
