On September 6, 2024, the Minister of Industry and Trade of Vietnam issued Circular 15/2024/TT-BCT stipulating the contents on specialized inspection in Industry and Trade.
Circular 15/2024/TT-BCT specifies the scope of regulation as follows:
- Conditions and standards for those assigned to perform the tasks of specialized inspection in Industry and Trade; training policies for those assigned to perform the tasks of specialized inspection in Industry and Trade; issuance of uniforms, inspection cards for specialized inspection in Industry and Trade.
- Other contents on specialized inspection in Industry and Trade.
Circular 15/2024/TT-BCT applies to the Inspectorate of the Ministry of Industry and Trade; agencies assigned to perform the functions of specialized inspection in Industry and Trade; Chief Inspector of the Ministry of Industry and Trade, heads of agencies assigned to perform the functions of specialized inspection in Industry and Trade (hereinafter referred to as heads of agencies); individuals assigned to perform the tasks of specialized inspection in Industry and Trade, and related units, organizations, and individuals.

What is the procedures for issuing an Industry and Trade specialized inspector's card in Vietnam?
According to Article 7 of Circular 15/2024/TT-BCT, the form, order, and procedure for issuing an Industry and Trade Inspector's Card in Vietnam from November 1, 2024, are stipulated as follows:
(1) Form of Issuance
- New issuance: For individuals meeting the conditions and standards specified in Article 3 of Circular 15/2024/TT-BCT and assigned by the head of the agency to perform the tasks of specialized inspection.
- Reissuance: For damaged or lost cards; or changes in the information on the card. The reissued card will have the same validity period and card number as the previously issued card.
(2) Issuance Procedure
- Card issuance dossier: Official Dispatch requesting card issuance from the head of the agency to the Inspectorate of the Ministry of Industry and Trade; List of individuals requesting card issuance; 02 (two) portrait photos of the individual requesting the card on a white background (size 20mm x 30mm) taken within 6 months, with full name and work unit written on the back.
In case of card reissuance due to loss, the individual requesting the reissuance must provide an explanatory document confirmed by their workplace.
In case of damaged cards, the damaged card must be included in the reissuance dossier.
- Card issuance review timing: The head of the agency is responsible for sending the card issuance dossier to the Inspectorate of the Ministry before March 25 and before September 25 annually. The Chief Inspector of the Ministry decides on card issuance in April and October annually.
In special cases required by work, the Chief Inspector of the Ministry may decide on card issuance upon the proposal of the head of the agency assigned to perform the functions of specialized inspection.
(3) The head of the agency is responsible for the conditions and standards of the individuals requesting card issuance.
(4) The personnel organization unit of the agency assigned to perform the functions of specialized inspection in Industry and Trade is responsible for advising the heads of the agency on related contents to new issuance, reissuance, temporary suspension, or revocation of the card.
What are regulations on the epaulet and rank insignia issuance for the uniform of individuals assigned to perform specialized inspection at Departments under the Ministry in Vietnam?
According to Clause 2, Article 5 of Circular 15/2024/TT-BCT:
Uniform for individuals assigned to perform specialized inspection tasks in Industry and Trade
1. The uniform of individuals assigned to perform specialized inspection tasks in Industry and Trade shall be in accordance with the regulations of the Inspectorate of the Government of Vietnam and the competent authority.
2. The issuance of epaulets and rank insignia for the uniform of individuals assigned to perform inspection tasks at the National Competition Commission and Departments under the Ministry of Industry and Trade (hereinafter referred to as Departments under the Ministry) shall be as follows:
a) The Director shall be issued insignia similar to the Deputy Chief Inspector of the Ministry; the Deputy Director shall be issued insignia similar to heads of divisions under the Inspectorate of the Ministry;
b) Heads of divisions and equivalent positions shall be issued insignia similar to Deputy Heads of divisions under the Inspectorate of the Ministry; Deputy Heads of divisions and equivalent positions shall be issued insignia similar to Principal Inspectors;
c) Non-leadership, non-management officials shall be issued insignia similar to Inspectors;
d) At investigation agencies under the National Competition Commission: Heads of divisions under investigation agencies shall be issued insignia similar to District Chief Inspectors; Deputy Heads of divisions under investigation agencies shall be issued insignia similar to Deputy Chief District Inspectors.
3. Individuals assigned to perform specialized inspection tasks under the Market Surveillance force shall use the uniform of the Market Surveillance force as stipulated in the Decree of the Government of Vietnam detailing several provisions of the Ordinance on Market Surveillance.
Thus, the issuance of epaulets and rank insignia for the uniform of individuals assigned to perform inspection tasks at the National Competition Commission and Departments under the Ministry of Industry and Trade (hereinafter referred to as Departments under the Ministry) is as follows:
- The Director shall be issued insignia similar to the Deputy Chief Inspector of the Ministry; the Deputy Director shall be issued insignia similar to heads of divisions under the Inspectorate of the Ministry;
- Heads of divisions and equivalent positions shall be issued insignia similar to Deputy Heads of divisions under the Inspectorate of the Ministry; Deputy Heads of divisions and equivalent positions shall be issued insignia similar to Principal Inspectors;
- Non-leadership, non-management officials shall be issued insignia similar to Inspectors;
- At investigation agencies under the National Competition Commission: Heads of divisions under investigation agencies shall be issued insignia similar to District Chief Inspectors; Deputy Heads of divisions under investigation agencies shall be issued insignia similar to Deputy Chief District Inspectors.
