What are the principles for awarding the "People's Artist" Title in Vietnam?

According to Article 4 of Decree 61/2024/ND-CP, the principles for awarding the "People's Artist" Title in Vietnam are as follows:

- Implement according to the provisions at points a, b, and c of Clause 2, Article 5 of the Law on Emulation and Commendation 2022 as follows:

Principles of Emulation and Commendation

....

2. Commendation is implemented based on the following principles:

a) Accurate, public, transparent, fair, and prompt;

b) Ensuring consistency between the form, object of commendation, merit, and achievements;

c) One form of commendation can be awarded multiple times to one individual; not to award the same achievement multiple times with different forms; commendation is based on the merit achieved;

- Councils at all levels can only submit cases that meet the conditions, standards, procedures, and documentation according to Decree 61/2024/ND-CP to the competent authority for consideration.

- The title "People's Artist" and “Meritorious Artist” is not awarded to co-authors of musical works and photographic works.

What are the criteria for awarding the "People's Artist" Title in Vietnam?

According to Article 7 of Decree 61/2024/ND-CP, the criteria for awarding the "People's Artist" Title in Vietnam include:

The "People's Artist" Title is awarded to individuals specified in Clause 2, Article 2 of Decree 61/2024/ND-CP who meet the following criteria:

(1) Loyalty to the Fatherland; adherence to the Communist Party's policies and the State's laws; regulations, rules, and regulations of agencies, organizations, and localities.

(2) Good moral character, exemplary in life, dedicated to the profession; outstanding artistic talent representative of the cultural and artistic field being honored; professional reputation; many contributions to the Vietnamese revolutionary cause, recognized and admired by colleagues and the public.

(3) Continuous or aggregated professional activity in the field of culture and arts for 20 years or more, or 15 years or more for the fields of circus and dance arts.

(4) Already awarded the title "Meritorious Artist", and subsequently continue to meet one of the following criteria:

- At least 02 national Gold awards, including 01 national Gold award for an individual.

Domestic Gold awards for an individual or for a film, program, performance, act can be converted to calculate achievements for an individual according to Appendix II attached to Decree 61/2024/ND-CP.

International awards for an individual or for a film, program, performance, act are evaluated by the specialized agency of the Ministry of Culture, Sports and Tourism and converted into written form as the basis for calculating achievements for the individual according to Appendix II attached to Decree 61/2024/ND-CP.

- In case there is no individual national Gold award, there must be at least 03 national Gold awards converted for individuals according to Appendix II attached to Decree 61/2024/ND-CP.

Domestic Gold awards for an individual or for a film, program, performance, act can be converted to calculate achievements for an individual according to Appendix II attached to Decree 61/2024/ND-CP.

International awards for an individual or for a film, program, performance, act are evaluated by the specialized agency of the Ministry of Culture, Sports and Tourism and converted into written form as the basis for calculating achievements for the individual according to Appendix II attached to Decree 61/2024/ND-CP.

- At least 02 national Gold awards for musical works or photographic works.

Domestic Gold awards for musical or photographic works are calculated and converted according to the rate specified in Appendix II attached to Decree 61/2024/ND-CP.

International awards for musical or photographic works are evaluated by the specialized agency of the Ministry of Culture, Sports and Tourism and converted into written form as the basis for calculating achievements for the individual according to Appendix II attached to Decree 61/2024/ND-CP.

- Outstanding contributions, exceptional artistic talent, not meeting the criteria specified at point a or point b, Clause 4, Article 7 of Decree 61/2024/ND-CP but discussed and unanimously presented by the Councils at all levels to the Prime Minister of the Government of Vietnam for consideration and decision in the following specific cases:

Individuals who are elderly as specified in Article 2 of the Elderly Law 2009; have extra professional artistic activities for an additional 10 years compared to the provisions in Clause 3, Article 7 of Decree 61/2024/ND-CP; have exceptional outstanding contributions in the fields of honored art, especially during the time of the national resistance war period;

Individuals with increased additional professional artistic activities for 10 years compared to the provisions in Clause 3, Article 7 of Decree 61/2024/ND-CP; have outstanding contributions in the fields of honored art, still actively participating in professional art performances serving provincial, city, ministerial, and national political activities;

Individuals with increased additional professional artistic activities for 10 years compared to the provisions in Clause 3, Article 7 of Decree 61/2024/ND-CP; have outstanding contributions in the fields of honored art, still actively participating in professional art performances in symphonic music, ballet music, opera;

Individuals who are teachers, lecturers of professional cultural and art training schools; directly train at least 03 students who have won Gold awards at national and international art competitions (international awards of students are evaluated and confirmed by the specialized agency of the Ministry of Culture, Sports and Tourism to be used as a basis for evaluating the achievements of teachers and lecturers), still actively participating in professional art performances and have outstanding contributions in the fields of honored art or have active additional professional artistic activities for 10 years compared to the provisions in Clause 3, Article 7 of Decree 61/2024/ND-CP, have outstanding contributions in the fields of honored art, still actively participating in professional art performances serving provincial, city, ministerial, and national political activities.
