- Step 1: Individuals or organizations prepare applications as prescribed by law.
- Step 2: Individuals or organizations submit applications to the Provincial-Level Police Department of Fire Prevention, Fighting, and Rescue Operations.
- Step 3: The receiving officer checks the validity and composition of the application (documents in the application submitted to the Police Department are originals or authenticated copies or copies attached with the originals for verification in case of direct or public postal service submission; original or authenticated electronic copies in case of online submission through the national public service portal, the Public Service Portal of the Ministry of Public Security).
+ If the application is valid and complete, a Receipt Form for processing administrative procedures on fire prevention and fighting is issued to the applicant, retaining one copy and giving the applicant one copy or sending an acknowledgment via email or phone message to the submitting agency, organization, or individual;
+ If the application is incomplete or invalid, it is returned with instructions to complete the application. Information is recorded on a Supplemental Guidance Form, giving the applicant one copy and retaining one copy or recording the guidance content to notify via email or phone message to the submitting agency, organization, or individual.

a) The duration of training in professional operation of rescue in Vietnam for the Fire Prevention, Fighting, and Rescue Police force is regulated by the Minister of Public Security;
b) The duration of training in professional operation of rescue in Vietnam for other fire prevention and fighting forces:
- The initial duration of training in professional operation of rescue in Vietnam is from 32 to 48 hours;
- The annual supplementary duration of training in professional operation of rescue in Vietnam is at least 16 hours;
- The retraining period to be re-certified in rescue operations after the certificate expires is at least 32 hours.
Thus, the duration of training in professional operation of rescue in Vietnam for the Fire Prevention, Fighting, and Rescue Police force is regulated by the Ministry of Public Security;
The duration of training in professional operation of rescue in Vietnam for other fire prevention and fighting forces:

Which agency is responsible for organizing and conducting training, retaining, and guiding knowledge on rescue operations in Vietnam?
According to Clause 2 Article 11 of Decree 83/2017/ND-CP, amended by Point a Clause 2 Article 2 of Decree 50/2024/ND-CP regarding the responsibility for organizing and conducting rescue operations training, fostering, and guiding:
- The training for rescue operations for the fire prevention and fighting force is undertaken by the University of Fire Prevention and Fighting and other qualified educational and training institutions;
- The Fire Prevention, Fighting, and Rescue Police Department of the Ministry of Public Security conducts training, fostering, and guiding knowledge on rescue operations for the Fire Prevention, Fighting, and Rescue Police force, rescue forces in the entire Public Security force, specialized fire prevention and fighting forces, and other forces when requested;
- The Provincial-Level Police Department of Fire Prevention, Fighting, and Rescue Operations and the District-Level Police Department conduct training, fostering, and guiding knowledge on rescue operations for the Fire Prevention, Fighting, and Rescue Police force under their management, civil defense forces, basic fire prevention and fighting forces, and other forces when requested.
- The commune-level People's Committee is responsible for organizing guidance on escape skills and necessary rescue knowledge for the civil defense force and individuals and households in the locality;
- Heads of agencies, organizations, and establishments are responsible for organizing training, fostering, and guiding knowledge on rescue operations for specialized fire prevention and fighting forces and basic fire prevention and fighting forces.
