3. Production and business establishments where the project is implemented shall base on the local guidance to propose support according to the following contents:
a) Support the construction of infrastructure for raw material areas, prioritize support for projects receiving capital contributions through land use rights of households and individuals residing in the project area to form raw material areas.
b) Support investment in zones, areas applying high-tech cultivation to build infrastructure, equipment, and environmental treatment.
c) Support the construction of infrastructure, connecting roads meeting V-grade mountainous standards, electricity systems, water supply and drainage to serve the raw material area development project.
d) Support investment funds to renovate the construction of facilities for processing rare herbal materials to build infrastructure for waste treatment, transportation roads, electricity, water, workshops, and purchase equipment within the project's fence.
dd) Support investment funds to build facilities for preserving rare herbal materials, including drying, irradiation, sterilization, freezing, biological preservation, transportation infrastructure, electricity, water, waste treatment, workshops, and equipment.
e) Support enterprises to directly train local workers.
g) Support advertising costs, building national and provincial key product brands.
h) Support funding for scientific research topics, purchasing technology licenses, purchasing technology, or purchasing scientific research results and technology development to create new products, improve technology, reduce environmental pollution, save raw materials, and save energy.
i) Support costs for transferring, applying new scientific and technical processes, applying technical and quality management processes synchronously in the chain.
k) Support seeds, materials, packaging, and product labels for no more than 03 crops or 03 production, exploitation cycles of products.
l) The state supports the cost of producing rootstock and commercial seeds for high-tech application breeding center projects.
According to the above regulations, production and business establishments implementing the rare herbal material project under the national target program will base on the guidance of the local area where the project is implemented to propose support according to content such as support for building infrastructure, support for constructing connecting roads, support for building facilities for preserving rare herbal materials, etc., as stipulated above.

2. The rare herbal material project supported by the state budget must meet the support conditions as stipulated in Clause 1, Article 21 of Decree No. 27/2022/ND-CP.
In Clause 1, Article 21 of Decree 27/2022/ND-CP, it stipulates the support conditions for the rare herbal material project under the national target program as follows:
- The project, linkage plan must determine the results in terms of job creation index, income increase level, and contribution to local socio-economic development according to the annual plan and at the project completion time.
- The leading unit of the linkage and linkage subjects must have contracts or cooperation records on training, technical support, input material supply, production organization, harvesting, preliminary processing, processing, purchasing, and product consumption.

1. The principle of managing support activities for rare herbal material projects is implemented according to the regulations in Article 20 of Decree No. 27/2022/ND-CP.
In Article 20 of Decree 27/2022/ND-CP, it stipulates the principle of managing support activities for production development under the national target program as follows:
- Support from the state budget for implementing production development support activities is conditional support; the support duration is according to the production cycle or investment term of the national target program.
- Implement the mechanism of combining capital sources to perform production development support activities under the national target programs as stipulated in Article 10 of this Decree.
- Strengthening the mobilization of credit capital, capital from enterprises, cooperatives, cooperative alliances, organizations, and individuals.
- Priority use of national target program funds to support the implementation of projects, production development plans according to the value chain; projects, models implemented in poor districts, very difficult communes in coastal areas and islands, communes, and very difficult villages in ethnic minority areas and mountainous areas.
- Production development support projects and models must ensure at least 50% of the participants are subjects of support from the national target programs, in which priority is given to projects, models having over 70% of participants being subjects from poor households, near-poor households, newly escaped from poor households, ethnic minority households, people with meritorious services to the revolution, women from poor households.
- Payment and settlement of state budget capital for implementing production development support activities shall base on the acceptance results of completed work volume according to the yearly or period progress.
