Pursuant to the Appendix issued with Resolution 119/NQ-CP in 2024, the cases exempt from the 5% recurrent expenditure reduction in Vietnam in 2024 include:
(1) Wage-related expenditures and personal allowances
- The 10% savings reserved for wage reform estimated for 2024 as assigned by the competent authority;
- Wage payments, allowances, wage contributions, and wage-related expenses;
- Funds for implementing social security policies decided by the competent authority; human-related expenditures according to policies (including: funds for streamlining staff; scholarships, policies for students; support for struggling intellectuals; meal money, bonuses as per policy, expert hire costs, wages, and other personal expenditures; wages and personal expenses for statistical surveys, forest protection, and development policies; unique industry-specific allowances both monetary and material; compensation for tuition fee exemption and reduction policies; royalties, literary and artistic awards...);
(2) Expenditures under international commitments: Expenditures from foreign capital sources; counterpart funds for implementing ODA projects; annual dues expenses; funds for implementing international mediation agreements, arbitration awards, and decisions.
(3) Funds for executing procurement and repairs according to contracts signed before the Government of Vietnam issued Resolution 119/NQ-CP in 2024 and continuing into 2024; approved tender packages before the issuance of Resolution 119/NQ-CP in 2024.
(4) Funds for specific political, professional tasks not subject to reduction:
- Funds for National Assembly sessions, activities of the Standing Committee of the National Assembly, and National Assembly delegations; funds for propaganda and journalism activities serving the National Assembly; funds for supporting the drafting of Laws and Ordinances; funds for supporting religious organizations, dignitaries, and functionaries in Vietnam; funds for producing award materials;
- Funds for the activities of Vietnamese representative agencies abroad and other Vietnamese entities overseas; national diplomatic activities by the Ministry of Foreign Affairs; support and protection funds for Vietnamese citizens and legal entities abroad; funds for the external tasks of Communist Party, State, National Assembly, and Government leaders;
- Funds for training foreign students in Vietnam and Vietnamese students abroad under agreements; funds for training and fostering abroad as per schemes approved by the Prime Minister; training and fostering funds for officials;
- Funds for national-level scientific and technological tasks; ministerial-level scientific and technological tasks continuing from previous years ending in 2024; funds for scientific and technical cooperation tasks with some countries as per agreements or protocols;
- Funds for preventive healthcare (epidemic prevention, specific professional tasks for preventive healthcare, primary healthcare, food safety, population tasks, vaccine procurement, drug, water, and pharmaceutical testing...); funds for guiding and supporting expertise, transferring techniques, and rotating specialists from higher-level hospitals to lower-level hospitals to enhance medical examination and treatment quality; funds for patient care at mental, leprosy, and tuberculosis treatment facilities;
- Funds for court sessions; funds for investigation, practicing prosecution rights, and supervision of judicial activities by the People's Procuracy; funds for judicial, inspection, and audit activities; funds for juror activities, coercive enforcement advances, destruction of exhibits, and notary services; funds for mediation and dialogue per the Law on Mediation and Dialogue at the Court of 2020; compensation funds; funds for the implementation of Ordinance 01/2022/UBTVQH15 on the procedure for the People's Court to consider and decide to place individuals aged from 12 to under 18 into mandatory rehabilitation centers; funds for the implementation of Ordinance 03/2022/UBTVQH15 on the procedure for the People's Court to consider and decide on administrative handling measures; funds to support early conditional release reviews conducted by the Court as per the Amended Criminal Code of 2017; funds to support the execution of death sentences;
- Funds for socio-economic career missions in national target programs;
- Financial support for newspapers, magazines, publishing, and subsidy pricing; service provision contracts for public and essential services;
- Funds for industry uniform procurement, office rental;
- Funds for rice procurement as per the decisions of the Prime Minister; printing tax and customs receipts for tax collection mandates.
