d) Criterion 4: Children who break law, are addicted to drugs;
dd) Criterion 5: Children who have accidents or injuries;
e) Criterion 6: Children with special circumstances who are supported;
g) Criterion 7: Children under 1 year of age who are fully immunized with vaccines under the expanded immunization program;
h) Criterion 8: Children under 5 years of age who are malnourished underweight and stunting;
i) Criterion 9: Children who receive periodical health check-ups;
k) Criterion 10: Children who go to school, preschool class;
l) Criterion 11: Children who are entitled to exercise their right to participate;
m) Criterion 12: Entertainment, cultural, physical training and sports activities for children;
n) Criterion 13: Satisfaction level of children and people with the implementation of children's rights.

According to the provisions of Article 4 of the Regulation issued together with Decision 06/QD-TTg in 2019, the order of assessment of child-friendly communes is as follows:
Time and order of assessment of child-friendly communes, wards and towns
1. The assessment of child-friendly communes, wards and townships shall be carried out in November of year 2 and November of year 4 of the 5-year socio-economic development plan.
Statistics for Criteria 1, 2, 4, 6, 7, 8, 9, 10, 11, 12, 13 were collected during the evaluation year.
Criterion 3 and Criterion 5 statistics were collected during the assessment period.
2. The Social-Cultural Officer in charge of monitoring Labor, Invalids and Social Affairs shall submit it to the Chairman of the Commune-level People's Committee to establish an Evaluation Council consisting of: Chairman or Vice-Chairman of the People's Committee of the People's Committee of the commune. commune level is the Chairman of the Council; members include: Social and Culture Officer in charge of monitoring Labor - Invalids and Social Affairs (permanent member), Chief of Police, Head of Health Station, Justice - Civil Status Officer, Principal of Kindergarten, Chairman of Vietnam Fatherland Front Committee, Secretary of Ho Chi Minh Communist Youth Union, President of Women's Union, commune-level child protection worker, village representative and equivalent.

Chairpersons of commune-level People's Committees shall sign and approve reports on assessment of the implementation of standards on communes, wards and townships suitable for children and send them to the People's Committees of rural districts, urban districts, towns and provincial cities. centrally-run cities (hereinafter referred to as district-level People's Committees) before November 15 of the evaluation year.
