Recently, the Chairman of the National Assembly signed and issued Resolution 104/2023/QH15 on the State Budget Estimate for 2024

According to this resolution, comprehensive reforms of the salary policy will be implemented in accordance with Resolution 27-NQ/TW of 2018

However, there are still no official detailed regulations on the 5 payrolls based on job positions from July 1, 2024.

Recently, the Prime Minister issued Decision 135/QD-TTg of 2024 on the implementation plan for salary reforms for officials, public employees, armed forces, and workers in enterprises.

Specifically, in the Appendix attached to Decision 135/QD-TTg of 2024, the Prime Minister set deadlines for the issuance of documents related to the new 5 payrolls based on job positions for officials, public employees, and armed forces, which will be effective from July 1, 2024, as follows:

1 payroll for professional and technical positions based on officials' ranks and professional titles' public employees applicable to officials, public employees without leadership positions;

1 payroll for military officers, police officers and non-commissioned officers;

1 payroll for professional servicemen, technical officers in the police force;

1 payroll for defense workers, police workers.

Vietnam: How to formulate 05 payrolls based on job positions from July 1, 2024?

Pursuant to Resolution 27-NQ/TW of 2018, the new payrolls based on job positions in the salary reform will be designed based on specific factors as follows:

- Annul the current statutory pay rate and coefficient, establish a base pay amount in the new payrolls.

- Implement a unified employment contract regime according to the provisions of the Labor Code (or service contract) for those performing surplus and service jobs (requiring training below intermediate level), not applying the officials, public employees payrolls to these subjects.

- Determine the minimum salary level for officials, public employees in the public sector as the salary level of those performing jobs requiring intermediate-level training (level 1), not lower than the minimum salary level of trained labor in the business sector.

- Expand the salary relationship as a basis for determining specific salary levels in the payroll system, gradually approaching the salary relationship of the business sector that is suitable for the state's resources.

- Improve the regular pay raise and pay raise ahead of schedule for officials, public employees, and armed forces in accordance with the provisions of the new payrolls

From July 1, 2024: What are the changes of allowance regime applicable to officials, public employees and armed forces after salary reform in Vietnam?

Pursuant to Resolution 27-NQ/TW of 2018, when implementing salary reform, the current allowance regimes will be rearranged to ensure that the total allowance fund does not exceed 30% of the total salary fund.

- Continue to apply multi-position allowances, extra seniority allowances, region-based allowances, responsibility allowances, mobility allowances, security and defense service allowances, and special allowances for armed forces (military, police, and cipher pesonnel).

- Merge profession-based benefits, profession-based responsibility allowances, and hazardous allowances (collectively referred to as profession-based allowances) applicable to officials and public employees in professions and jobs with higher-than-normal labor conditions and appropriate state incentives (education and training, healthcare, judiciary, prosecution, civil execution, inspection, auditing, customs, forestry management, market management, etc.).

Merge special allowances, attraction allowances, and long-term service allowances in areas with particularly difficult socio-economic conditions into allowances for service in areas with particularly difficult conditions.

- Annul profession-based seniority allowances (except for the military, police, and civil defense to ensure salary parity with officials); leadership position allowances (as salary positions for leadership titles in the political system); party and political-social organization service allowances; public service allowances (as they have been included in the base pay); and hazardous allowances (as hazardous labor conditions have been included in profession-based allowances).

- Supplement new regulations on allowances based on administrative unit classification for commune, district, and provincial levels.

- Consistently allocate monthly allowance funds for non-professional workers at the communes and neighborhoods, based on the regular expenditure ratio of the commune People's Committee; at the same time, set the maximum number of non-professional workers according to each type of commune and neighborhood.

Based on these principles, the commune People's Committee will propose specific regulations on positions that are eligible for allowances to the People's Council at the same level, with a focus on positions that can perform multiple tasks while ensuring the quality and effectiveness of assigned work.
