The National Assembly has voted to pass the Resolution on the state budget estimate for 2024 on the morning of November 10th.
The Resolution states that starting from July 1st, 2024, comprehensive salary policy reforms will be implemented according to Resolution 27-NQ/TW in 2018.
Pursuant to Resolution 27-NQ/TW in 2018, new payrolls applicable to officials will be constructed based on job positions, job titles, and leadership positions, replacing the current payroll system. The transition from the old salary to the new salary will ensure that the new salary is not lower than the current salary, and it includes the following allowances:
Payroll 1: Applicable to officials holding leadership positions (elected and appointed) in the political system from the central level to the commune level, following these principles:
- The salary level must reflect the hierarchy within the political system. Officials holding leadership positions will receive salaries corresponding to their positions. If a person holds multiple positions, they will receive the highest salary corresponding to one position. If two leaders hold equivalent positions, they will receive the same salary level. The salary level of higher-level leaders must be higher than that of lower-level leaders.
- There will be a specified salary level for each equivalent position, without classifying by ministries, branches, departments, committees, and equivalents at the central level when constructing the payroll for the central level. The salary level will not differ for the same leadership position based on the classification of local administrative units, which will be implemented through allowances.
- The classification of equivalent leadership positions within the political system for designing the payroll will be decided by the Politburo after reporting to the Central Executive Committee.
Payroll 2: Applicable to officials without holding leadership positions, based on their professional and specialized skills. Each job position will have multiple salary levels, following these principles:
- Officials with the same level of job complexity will receive the same salary level. Higher labor conditions and occupational incentives will be implemented through occupational allowances. The classification and number of salary levels in each job position will be rearranged, encouraging officials to improve their professional and specialized skills.
- Appointment to job positions must be associated with the actual job position and the salary grade structure, implemented by the agency, organization, or unit responsible for managing officials.
Pursuant to Resolution 27-NQ/TW in 2018, during the implementation of the 2024 salary reform, 9 types of allowances will be applied to the payrolls applicable to officials based on job positions, including:
Multi-position allowances
Extra-seniority allowances
Region-based allowances
Responsibility allowances
Mobility allowances
Occupational incentives
Allowances for working in economically and socially difficult areas
Allowances based on the classification of administrative units and the ranking of public service providers.
