What are regulations on the operating funds of the Central Committee of the Vietnam Fatherland Front?

Article 34 of the Charter of the Vietnam Fatherland Front 2019 stipulates the sources of funding for the operations of the Vietnam Fatherland Front Committee as follows:

(1) Operational funds granted by the state budget.

(2) Funds provided for the implementation of programs and projects;

(3) Income from business activities in accordance with the law;

(4) Contributions from domestic and foreign organizations and individuals.

The funds of the Vietnam Fatherland Front Committee at each level are managed and used by the committee at that level according to legal regulations.

How does the Vietnam Fatherland Front organize fundraising to support Northern compatriots?

According to Section I of Guideline 38/HD-MTTW-BTT in 2020, the regulation is as follows:

* For localities not affected by floods

(1) Organize fundraising

- Depending on the actual situation, the Standing Committee of the Vietnam Fatherland Front Committee, the Relief Committee of provinces, and cities report to the party committee and coordinate with authorities to organize appropriate fundraising activities.- The raised funds will be transferred to the Central Committee of the Vietnam Fatherland Front (Central Relief Committee) to balance allocation for affected localities.

(2) No fundraising

In case it is not possible to organize fundraising activities, the Standing Committee of the Vietnam Fatherland Front Committee and the provincial relief committee will allocate the remaining relief funds from the previous drive (if any) and transfer them to the Central Committee of the Vietnam Fatherland Front (Central Relief Committee) to balance allocation for provinces affected by the flood.

* For localities directly affected by floods

The Standing Committee of the Vietnam Fatherland Front Committee and the provincial relief committee:
