Complications arising when declaring electronic information for imported goods – what are the contact methods?
Customs Implementing Electronic Information Declaration for Imported Goods Information, Verification of Imported Goods at Border Gates
On April 17, 2023, the General Department of Customs issued Official Dispatch 1790/TCHQ-GSQL in 2023 regarding the implementation of declaration, receipt, inspection, and verification of the electronic imported goods information declaration form.
The General Department of Customs has completed the construction of the system for receipt, inspection, and verification of electronic imported goods information declaration for goods imported via land border gates and inland waterways.
Based on the feedback from provincial and city customs departments and businesses during the online training session on March 21, 2023, the General Department of Customs has updated and supplemented the System. Accordingly, it is requested that provincial border customs departments direct customs sub-departments at land border gates and inland waterways to implement the declaration of information for imported goods, verifying imported goods into the border gate area through the System starting April 20, 2023, specifically:
Notification, requiring the vehicle owner, the vehicle driver, the person authorized by the vehicle owner (goods owner or authorized customs broker) to declare the Import Goods Information Declaration Form (hereinafter referred to as the Declaration Form) before bringing goods into Vietnam's territory according to the information criteria through the System as follows:
- Address of the information criteria declaration system of the Declaration Form: https://banke.customs.gov.vn/ktdb
- System Login Name and Password: The Login Name and Password of the Enterprise are the same as the login information to the VNACCS System.
In case the system encounters issues, or other cases arising outside the 09 cases on the System, the customs declarant shall manually declare and submit 01 original Declaration Form using form BKTTHH/2021/NK issued with official dispatch number 1503/TCHQ-GSQL dated April 2, 2021, of the General Department of Customs to the customs officer receiving the Declaration Form at the border gate.
Additionally, monthly reports to the General Department of Customs (through the Customs Supervision and Management Department) on other cases arising outside the 09 cases on the System should be made for compilation, consideration of updating the System, and incorporation into the plan for building the Digital Border Gate Scheme and the new customs management model for cross-border import-export vehicles and goods.
Customs authorities will not handle the entry of transport vehicles and goods into the border gate area if the vehicles and goods have not declared the Declaration Form on the System or the paper form.
Issues arising when declaring electronic information for imported goods, how to contact?
Implementation by Customs Sub-Departments for Receipt, Inspection, and Verification of Electronic Imported Goods Information Declaration
At Official Dispatch 1790/TCHQ-GSQL in 2023, it is explicitly stated that the General Department of Customs has updated and supplemented the System. Accordingly, it is requested that provincial border customs departments direct customs sub-departments at land border gates and inland waterways to implement the declaration of information for imported goods, verifying imported goods into the border gate area through the System, specifically for the receipt, inspection, and verification of the Imported Goods Information Declaration Form as follows:
(1) In the case of electronic declaration:
When the declarant submits the Imported Goods Information Declaration Form on the System, the System automatically checks the completeness of the declared information, the data in the attached file, and notifies the declarant of the processing results:
- If the declared information and the attached file are complete and appropriate, the system returns the receipt result to the declarant (including the declaration operation number, the receipt number of the Declaration Form, and all information about the transport vehicle and goods declared). The declarant will provide the declaration operation number and the Declaration Form receipt number to the customs officer at the border gate area to confirm goods into the customs supervision area.
- If the declared information and the attached file are incomplete or inappropriate, the system automatically rejects the receipt and notifies the reasons, requesting the declarant to supplement.
(2) In the case of paper declaration by the customs declarant:
The customs officer shall receive the Declaration Form according to the guidance at point b, clause 1 of official dispatch 119/TCHQ-GSQL dated January 21, 2021, of the General Department of Customs.
