For regulations on the implementation of non-stop electronic toll collection, Article 5 of Decision 19/2020/QD-TTg specifies as follows:

"Article 5. Implement non-stop electronic toll collection
1. The progress of electronic toll collection does not stop
a) For toll stations using roads that have installed non-stop electronic toll collection systems, they must immediately operate non-stop electronic toll collection.
b) For toll booths using roads that are in operation or have not installed non-stop electronic toll collection systems any later than December 31, 2020, they must switch to non-stop electronic toll collection in accordance with this Decision.
c) For toll stations managed by the Vietnam Highway Development Investment Corporation, the completion schedule shall be considered and decided by the Ministry of Transport and the State Capital Management Committee at the enterprise in accordance with the capital conditions of the project.
2. For toll stations for road use services under new construction investment projects, only collect tolls for road use services when electronic toll collection does not stop according to the provisions of this Decision.
3. Based on specific conditions for each toll booth, competent State agencies shall consider and decide:
a) The maintenance of each toll station with 01 mixed toll lane (toll lane applying both electronic non-stop and one-stop form) on each traffic direction.
b) The time of changing the mixed lane mentioned at Point a of this Clause to non-stop electronic toll collection and carrying out full toll collection in the electronic form without stopping.
c) Suspend and suspend the collection of tolls for road use services for toll stations that have not yet implemented non-stop electronic toll collection according to Points a, b, Clause 1 of this Article and Clause 3, Article 7 of this Decision due to the fault of investors.
d) The implementation of non-stop electronic toll collection for toll booths with a remaining payback period of less than 03 years ensures efficiency, publicity and transparency."

- Failure to take safety measures as prescribed when a car is damaged at the very place where the road intersects at the same level as the railway;

- Do not give way to vehicles applying for overtaking when there are sufficient safety conditions;

- Reversing, making a U-turn in a road tunnel; stopping, parking, overtaking in road tunnels at the wrong place.

Accordingly, the driver of a vehicle that is not eligible for electronic toll collection automatically does not stop entering the reserved toll lane in the form of electronic toll automatically does not stop at toll booths will be fined from VND 2,000,000 to VND 3,000,000.
