Pursuant to Article 41 of Decree 31/2021/ND-CP, it provides as follows:
Article 41. Procedures for re-issuance and correction of information on investment registration certificates
1. If the investment registration certificate is lost or damaged, the investor shall submit an application form for re-issuance of the investment registration certificate to the investment registration authority to be re-issued within 05 working days from the receipt of the application form.
2. If contents of the investment registration certificate stored in the form of electronic data in the National Investment Information System are different from those of the physical investment registration certificate, the one on which the information is consistent with the information included in the application for investment registration shall prevail. The investment registration authority shall correct information on the investment registration certificate within 03 working days from the receipt of the investor’s request.
3. If information on the investment registration certificate is inaccurate compared to that in the investment documents, the investment registration authority shall correct information on the investment registration certificate within 03 working days from the receipt of the investor’s request.
Thus, when the Investment Registration Certificate is lost or damaged, the investor may be reissued the Investment Registration Certificate when carrying out the procedures for requesting reissuance.

What are the procedures for re-issuance of investment registration certificates in Vietnam?
Based on the contents of Article 41 of Decree 31/2021/ND-CP, the procedures for reissuance of investment registration certificates are prescribed as follows:
Regarding the dossier of reissuance of the Investment Registration Certificate: Investors need to prepare a written request for reissuance of the Investment Registration Certificate.
About the order of implementation:
- Step 1: The investor submits a written request for reissuance of the Investment Registration Certificate to the investment registration agency (Department of Planning and Investment).
- Step 2:
+ Within 05 days from the date of receipt of the investor's request for reissuance of the Investment Registration Certificate.
+ The investment registration agency (Department of Planning and Investment) reissues the Investment Registration Certificate while receiving the investor's written request.
About how to do it: Submit the application for reissuance of the Investment Registration Certificate directly at the head office of the state administrative agency or send it to the post office.

What information does the investment registration certificate record of the investor in Vietnam?
Clause 11, Article 3 of the Law on Investment 2020 of Vietnam stipulates the Investment Registration Certificate as follows:
11. “investment registration certificate” means a physical or electronic document bearing information registered by an investor about an investment project.
At the same time, based on the provisions of Article 40 of the Law on Investment 2020 of Vietnam, it is as follows:
Article 40. Contents of investment registration certificate
1. Name of the investment project.
2. The investor.
3. Investment project code.
4. Location and land area of the investment project.
5. Objectives and scale of the project.
6. Capital investment in the investment project (including the investor's contributed capital and raised capital).
7. Duration of the investment project.
8. Project execution schedule, including:
a) Capital contribution and capital raising schedule;
b) Schedule of achievement of primary operational objectives of the investment project; execution schedule of each stage (if the project is divided into multiple stages);
9. Investment incentives or investment assistance, and bases or conditions for application thereof (if any).
10. Conditions applied to the investor executing the investment project (if any).
Thus, the Investment Certificate includes the following contents:
- Name of investment project.
- Investors.
- Investment project number.
- Location of investment project, land area used.
- Objectives and scale of investment projects.
- Investment capital of investment projects (including investor's contributed capital and mobilized capital).
- Operation term of the investment project.
- Progress of investment project implementation
- Forms of investment incentives and support
- Conditions for investors to implement investment projects
