Pursuant to the provisions of Clause 2, Article 45, Draft 2 of the Draft Law on Citizen Identification (amended) has the following content:
Transitional clauses
....
2. Legal documents issued under information from the ID card still have legal validity. State management agencies are not allowed to regulate procedures for correcting or changing information related to ID cards and citizen ID cards in the above documents.

Thus, when Draft 2 of the Draft Law on Citizen Identification (amended) comes into effect, documents that use identity card information will still remain valid. In addition, people do not need to carry out procedures for correction or change from ID card to citizen ID card for documents that use ID card information because state management agencies are not allowed to regulate procedures on correcting and changing information related to ID cards and citizen identification cards in the above documents.

What are the procedures for change from ID card to citizen ID card on the Certificate of Land Use Rights in Vietnam?
Pursuant to the provisions at Point g, Clause 1, Article 17 of Circular No. 23/2014/TT-BTNMT amended and supplemented by Clause 2, Article 1 of Circular 14/2023/TT-BTNMT, there are provisions:
g) The land user or owner of property on land is allowed to change the ownership; confirm the change in information about juridical person, ID card or Citizen ID card number or personal identification number or address on the Certificate issued at the request of the land user or the owner of property on land; confirm the change in information about juridical person, ID card or Citizen ID card number or personal identification number or address on the Certificate issued when applying for registration of changes to land and property on land.
Thus, land users have the right to change from ID card to citizen ID card on the Certificate of land use rights when applying for registration of changes to land and property on land.
Procedures for changing from ID card to citizen ID card on the Land Use Rights Certificate are implemented according to the provisions of Article 9 of Circular 24/2014/TT-BTNMT amended and supplemented by Article 2 of Circular 14/2023/TT-BTNMT as follows:

+ Application for registration of change to land and property on land, made using Form No. 09/DK;
+ Original copy of the issued certificate;
+ Written information extracted from the national population database by the procedure-processing authority in case of change to ID Card/Military ID Card/Citizen ID Card/Personal Identification Number or another documentary proof of change to personal information of the person whose name is written on the Certificate or address on the Certificate
- Documents submitted to the Land Registration Office or Land Registration Office Branch where the land is located. Within no more than 10 days from the date of receipt of valid documents, the Land Registration Office or Land Registration Office Branch will confirm the changed information on page 3 or page 4 of the Certificate of Use Rights. granted land use.

- Submit directly to the Business Registration Office - Department of Planning and Investment where the enterprise is headquartered.
- Submit application via postal service.
- Submit online application through the National Business Registration Portal at: https://dichvuthongtin.dkkd.gov.vn/inf/default.aspx
* Time limit for resolution:
Within 03 working days from the date of receipt of valid documents, the Business Registration Office issues a new Business Registration Certificate to the enterprise.
When will the draft revised Law on Citizen Identification in Vietnam be approved?
Pursuant to the provisions of Article 1 of Resolution 33/2023/UBTVQH15 on adjusting the 2023 Law and Ordinance Building Program issued by the National Assembly Standing Committee, the Draft Citizen Identification Law (amended) will was consulted by the National Assembly at its 5th session (May 2023) and approved at its 6th session (October 2023).
