On March 6, 2023, the Politburo held a meeting to consider the cadre work and decided to allow Mr. Vo Van Thuong (a member of the Politburo, the State President, and the permanent member of the Secretariat XIII) to resign from holding the position of the permanent member of the Secretariat.
At the same time, the Politburo assigned Ms. Truong Thi Mai (a member of the Politburo, Secretary of the Party Central Committee, and Head of the Central Organization Committee) to hold the position of the permanent member of the Secretariat XIII.
What are the criteria for a permanent member of the Secretariat in Vietnam?
Pursuant to Point 2.7, Section 2, Part I of Regulation 214-QD/TW in 2020, in order to assume the position of the permanent member of the Secretariat, it is necessary to fully ensure the general criteria for members of the Politburo and the Secretariat and the specific criteria for the permanent member of the Secretariat as follows:
(1) General criteria of members of the Politburo and the Secretariat:
Meet the full criteria for members of the Central Committee and the following additional criteria:
- Be truly typical and exemplary of the Central Committee in terms of political bravery, moral qualities, intellect, will to fight, leadership capacity, management, sense of organization, and discipline; not dominated by interference, external pressure, and group interests.
- Extensively understand the situation of the country, the region, and the world; political sensitivity, economic acumen, and deep understanding of society.
- Have a high sense of responsibility, and ability to contribute ideas in planning guidelines, and policies and detect and propose practical issues for discussion and decision by the Central Committee, the Politburo, and the Secretariat.
- Be an official member of the Central Committee for a full term or more; have experienced and successfully completed tasks in key provincial leadership positions (secretaries of provincial committees, city committees; presidents of People's Councils, presidents of people's committees of provinces and cities) or heads of departments, ministries, branches, Fatherland Fronts, socio-political organizations at the Central Government.
- In case a member of the Politburo or the Secretariat works in the military, he/she must have the position of presiding officer of the military zone.
(2) The specific criteria for the permanent member of the Secretariat under Point 2.7, Section 2, Part I of Regulation 214-QD/TW in 2020 include:
- Have a high reputation, and be the nucleus of unity in the Central Committee, the Politburo, the Secretariat, and throughout the Party.
- Have a high level of political theory, deep understanding, and experience in Party building and political system building.
- Have extensive knowledge in the fields of politics, economy, culture, society, defense, security, and foreign affairs...
- Have political acumen, decisiveness in administration, and the ability to coordinate harmoniously and effectively the activities of the staff and support agencies of the Party Central Committee, the Fatherland Front, and socio-political organizations.
- Have experienced and successfully completed tasks in the position of secretary of the provincial party committee, city committee, or head of the central committee, ministry, or branch; join the Politburo for a full term or more; special cases decided by the Politburo.
What is the current salary of the permanent member of the Secretariat in Vietnam?
Currently, in 2023, the civil servants' pay reform has not been implemented according to Resolution 27-NQ/TW in 2018. Therefore, the salary of cadres and civil servants will continue to be calculated based on the statutory pay rate multiplied by the salary coefficient.
The statutory pay rate in 2023 is as follows:
- From January 1 – June 30, 2023: The statutory pay rate is 1.49 million VND/month. (Pursuant to Decree 38/2019/ND-CP).
- From July 1, 2023: The statutory pay rate is 1.8 million VND/month. (Pursuant to Resolution 69/2022/QH15).
Pursuant to Section I of Table 1 issued together with Decision 128-QD/TW in 2004, the salary coefficient of the permanent member of the Secretariat in Vietnam is 12.00.
Thus, according to the above provisions, the salary of the permanent member of the Secretariat in Vietnam shall be:
- From January 1 – June 30, 2023: 17,880,000 VND.
- From July 1, 2023: 21,600,000 VND.
What are the responsibilities of the permanent member of the Secretariat in Vietnam?
Pursuant to Clause 5, Article 7 of Regulation 80-QD/TW in 2022, the responsibilities of the permanent member of the Secretariat in Vietnam are as follows:
- Take charge of, together with the Head of the Central Organizing Committee and the Chairman of the Central Inspection Committee, reviewing the election results and deciding on the approval of the executive committee, standing committee, secretary and deputy secretary; inspection committees, chairmen, deputy chairmen of inspection committees and additional elected titles of provincial committees, city committees, and party committees directly under the Central Committee.
- Appoint additional members, the permanent member directly under the Central Committee, members of party delegations, and party cadres directly under the Central Committee in accordance with the Party's Charter.
- Give opinions on the secretariat personnel of comrades: Members of the Politburo, Members of the Secretariat, Vice Presidents, Deputy Prime Ministers, and Vice Presidents of the National Assembly.
