At the last 20th session of the Standing Committee of the National Assembly of Vietnam, a draft resolution was adopted on the establishment of a number of district and commune-level administrative units in 10 provinces and cities across the country.

Accordingly, Tan Uyen town will be adjusted to Tan Uyen city. Thus, with Tan Uyen coming to the city, Binh Duong province will have up to 04 cities directly under the province.

Thus, across the country, there will be 02 provinces with 04 cities directly under the province, which are Quang Ninh province including Ha Long City, Cam Pha City, Uong Bi City and Mong Cai City. In Binh Duong province, there will be 4 cities: Thu Dau Mot City, Thuan An City, Di An City and Tan Uyen City.

In addition, there are currently 03 provinces including 03 cities under the province as follows:

- Dong Thap province consists of 03 cities: Cao Lanh City, Sa Dec City and Hong Ngu City.

- Kien Giang province consists of 03 cities: Rach Gia City, Ha Tien City and Phu Quoc City.

- Thai Nguyen province consists of 03 cities: Thai Nguyen City, Song Cong City and Pho Yen City.

How are the criteria for the classification of municipal administrative units in Vietnam directly under the province regulated?

Pursuant to Article 17 of Resolution 1211/2016/UBTVQH13, some phrases are replaced by Clause 18 Article 1 of Resolution 27/2022/UBTVQH15 stipulating the criteria for classification of municipal administrative units under the province as follows:

- Population size of 50,000 people or less is calculated by 10 points; over 50,000 people, every additional 4,000 people is counted an additional 0.5 points, but not more than 30 points.

- A natural area of 50 km2 or less is calculated by 10 points; over 50 km2, every additional 05 km2 is calculated by 0.5 points, but not more than 25 points.

- Number of subordinate administrative units:

+ Having 10 or fewer commune-level administrative units is counted 2 points; on 10 commune-level administrative units, every additional 01 administrative unit shall be counted an additional 0.5 points, but not exceeding 6 points;

+ Having a ratio of 35% or less of the number of wards to the total number of commune-level administrative units; above 35%, every additional 5% is calculated by 0.5 points, but not more than 4 points.

- Level of socio-economic development:

+ Self-balancing local budget revenues and expenditures are calculated by 10 points.

In case of self-balancing of local budget revenues and expenditures, if there is a number of local budget revenues entitled according to decentralization compared to the total local budget balance expenditure of 50% or less, 3 points shall be calculated; above 50%, every additional 5% is calculated by 0.5 points, but not more than 8 points;

+ The proportion of industry, construction and services in the economic structure of 70% or less is calculated by 1 point; above 70%, every additional 5% is calculated by 0.5 points, but not more than 4 points;

+ The proportion of non-agricultural workers of 60% or less is calculated by 1 point; above 60%, every additional 5% is calculated by 0.5 points, but not more than 4 points;

+ The proportion of trained workers of 55% or less is calculated by 1 point; above 55%, every additional 5% is calculated by 0.5 points, but not more than 3 points;

+ The proportion of commune-level administrative units in Vietnam meeting the national health criteria of 60% or less is calculated by 1 point; above 60%, every additional 5% is calculated by 0.5 points, but not more than 3 points;

+ The proportion of households using clean water of 60% or less is calculated by 1 point; above 60%, every additional 5% is calculated by 0.25 points, but not more than 3 points;

+ The proportion of poor households according to the multidimensional poverty line of 4% or more is calculated by 1 point; less than 4%, every decrease of 0.5% is calculated by 0.5 points, but not more than 3 points.

- Specific factors:

+ The temporary resident population converted from 10% to 20% compared to the permanent resident population is calculated by 1 point; above 20%, every additional 5% is calculated by 0.25 points, but not more than 2 points;

+ Cities in highland provinces are counted 1 point; cities in mountainous provinces are counted 0.5 points;

+ From 10% to 20% of commune-level administrative units with national borders on land are counted 0.5 points; above 20%, every additional 5% is calculated by 0.25 points, the maximum velvet is not more than 1 point;

+ From 20% to 30% of the population are ethnic minorities are counted 0.5 points; above 30%, every additional 5% is calculated by 0.25 points, but not more than 1 point.

What is the population size of the city directly under the province in Vietnam?

Pursuant to Article 5 of Resolution 1211/2016/UBTVQH13 stipulating the standards of provincial cities as follows:

Standards of provincial cities and centrally-run cities
1. Population size of 150,000 people or more.
2. Natural area of 150 km2 or more.
3. Subordinate administrative units:
a) The number of subordinate commune-level administrative units has 10 or more units;
b) The ratio of the number of wards to the total number of commune-level administrative units is 65% or more.
4. Having been recognized as a class I or class II or class III municipality; or the area where the proposed establishment of a city belongs to a province or city under the centrally-run city that has been classified as meeting the criteria of a class I or class II or class III municipality.
5. The structure and level of socio-economic development shall meet the provisions of the Appendix promulgated together with this Resolution.

Accordingly, for provincial cities, the population size must be 150,000 people or more.
