Over the past time, the determination of license plates of localities based on the license plate symbol (first 2 digits) has always been a concern. In particular, there are many questions such as "Which province or municipality in Vietnam is the license plate symbol of 51 applicable to?"

From a legal perspective, pursuant to Circular 24/2023/TT-BCA, currently, license plates are identified according to the vehicle owner's identification number. Accordingly, in Appendix 02 issued together with Circular 24/2023/TT-BCA, the identification of license plate symbols associated with each locality is also specified.

Compared with license plate symbols in Appendix 02 issued together with Circular 24/2023/TT-BCA, the license plate symbol of 51 is applicable to Ho Chi Minh City. In addition, license plate symbols that also apply in this locality include 41, 50, 52, 53, 54, 55, 56, 57, 58 59.

What are the instructions for reading identification license plates in Vietnam?

The reading of identification license plates in Vietnam is carried out according to Annex 04 issued together with Circular 24/2023/TT-BCA as follows:

(1) Domestic automobile license plates

- All sequences of letters and numbers are arranged in balance between license plates.

- The first two numbers are the vehicle registration local symbol and the registration series.

- The second group of numbers is the order of registered vehicles consisting of 05 natural digits, from 000.01 to 999.99.

Example: Plate 30F-256.58

+ 30 is the registered local symbol.

+ F is the registered license plate series.

+ 256.58 is the order of registration.

(2) Domestic motorcycle license plates

- The first group of numbers is the local designation of the vehicle registration and the registration series. The local symbol and the registration series are separated by a dash (-).

- The second group of numbers is the order of registered vehicles consisting of 05 natural digits, from 000.01 to 999.99.

Example: Plate No. 30-AB 266.59

+ 30 only registered local symbols.

+ AB only registers serial symbols.

+ 266.59 registration order number.

- For letters and numbers in the license plate registration series

Blue background license plate, white letters and numbers, the license plate series uses one of the following letters in turn: A, B, C, D, E, F, G, H, K, L, M combined with 1 natural digit from 1 to 9 issued for:

+ Vehicles of Party agencies;

+ Office of the President;

+ Office of the National Assembly and agencies of the National Assembly;

+ Office of the National Assembly Delegation, People's Council at all levels;

+ Central Steering Committees;

+ People's Public Security forces, People's Court, People's Procuracy;

+ Ministries, ministerial-level agencies, agencies attached to the Government;

+ National Traffic Safety Committee;

+ People's Committees at all levels and specialized agencies under People's Committees of provinces and districts;

+ Socio-political organizations (Vietnam Fatherland Front, Vietnam Trade Union, Ho Chi Minh People's Union, Vietnam Women's Union, Vietnam Veterans Association, Vietnam Farmers' Union);

+ Public non-business units, except for public driving test training centers; The project management board has the function of state management

(3) Foreign automobile license plates

- The first group is the local symbol that registers the vehicle.

- The second group is the symbol of the name of the country or international organization.

- The third group is the subscription series.

- The fourth group is the order of registered vehicles consisting of 02 natural digits, from 01 to 99.

- Between the local symbol, country name symbol, serial, registration, and registration order separated by dashes (-).

Example: Plate No. 80-441 NG-02

+ 80 is the registered local symbol.

+ 441 is the symbol of the name of the country, organization or international; 02 is the order index of registered vehicles.

+ NG is the series used for vehicles of diplomatic missions, consular offices, and members carrying diplomatic identity cards of that agency, QT is the series used for vehicles of representative missions of international organizations and members carrying diplomatic identity cards of that organization, CV is a series used for vehicles of technical administrative staff carrying official identity cards of diplomatic missions, consular offices, international organizations, NN is a series used for vehicles of other foreign organizations, representative offices and individuals.

(4) License plates of motorcycles of foreigners

- The first group is the local symbol that registers the vehicle.

- The second group is the designation of the automobile owner's country name.

- The third group is the subscription series.

- The fourth group is the order of registered vehicles consisting of 03 natural digits from 001 to 999.

- Between the local symbol and the country name symbol, the registration series and the order of registration are separated by dashes (-).

Example: Plate No. 29-121 NN-101

+ 29 is the registered local symbol.

+ 121 is the symbol for the name of the country.

+ NN is a registration series used for foreigners' vehicles.

+ 101 is the serial number of the registered vehicle.

(5) Automobile or motorcycle license plates with their own symbols

license plates of automobiles, motorcycles of military enterprises, limited range cars, four-wheeled cargo vehicles with domestically assembled engines, tractors, trailers, semi-trailers; specialized cars, specialized motorcycles of People's Public Security forces such as license plates of domestic cars and motorcycles.

- The first two numbers are the vehicle registration local symbol and the registration series.

- The second group of numbers is the order of registered vehicles consisting of 05 natural digits, from 000.01 to 999.99.

- For Short-sized license plates: The local symbol of the place of registration and the series of registered license plates are placed in the center of the upper row of license plates. Group 5 numbers of the lower row is the order of registration arranged in balance with the group of numbers and the upper row letters of the license plate.

(6) Economic zone license plates as prescribed by the Government

Automobiles and motorcycles of agencies, organizations and individuals in the Economic Zone according to the Government's regulations; 2 letters (only the registration series according to the place name of the Economic Zone). Automobile and motorcycle license plates have alphanumeric layouts and alphanumeric sizes like domestic license plates.

(7) Temporary vehicles for politics, conferences, and sports

License plates are made of blue background license plate metal, white letters, and numbers, which have their own symbols.

For temporary automobile license plates

- Long-sized license plates: The first group consists of logos for politics, conferences, sports and registered local symbols. The second group is the order of registration, from 000.01 to 999.99 (or it is possible to replace the registration sequence number with corresponding letters of letters used for license plates of the same type), between the two groups with hyphens (-).

- Short-sized license plates:

+ The above row includes logos for politics, conferences, sports, and registered local symbols.

+ The bottom row is the order of registration, from 000.01 to 999.99 (or letter).
