Why do citizens need to bring identification documents when going out in Vietnam?

Pursuant to Clause 1, Article 10 of Decree 144/2021/ND-CP stipulates as follows:

Thus, according to the above regulations, the act of not presenting an ID card, citizen identification card (CCCD) or ID number certificate when requesting inspection by a competent person shall be sanctioned with a warning or a fine from 300,000 VND to 500,000 VND.

In case of loss of ID card, based on the provisions of Article 23 of the Law on Citizen Identity 2014 of Vietnam and Article 5 of Decree 05/1999/ND-CP stipulating cases where it is necessary to change to chip-mounted ID, if it is lost, it must be exchanged for chip-mounted ID.

+ A person being in custody or temporary detention, or serving an imprisonment sentence.

- In the period of temporary seizure of his/her citizen identity card, a citizen may be allowed by the card-seizing authority to use this card for conducting transactions in accordance with law.

Upon the expiration of the custody or temporary detention period, or after having served the imprisonment sentence or decision to send him/her to the reformatory, compulsory educational institution or compulsory detoxication establishment, a citizen may have his/her citizen identity card returned.

- Competence to revoke and temporarily seize citizen identity cards:
