Pursuant to Article 1 of Decision No. 479/QD-BNN-TCCB in 2023, specifying the position and functions of the Department of Dyke Management and Flood, Storm Control as follows:

Positions and functions

1. Department of Dyke Management and Flood, Storm Control is an organization affiliated to the Ministry of Agriculture and Rural Development, on the basis of reorganization and improvement of Vietnam Disaster Management Authority. Department of Dyke Management and Flood, Storm Control shall assist the Minister of Agriculture and Rural Development in managing the State and enforcing laws on dyke and natural disaster management nationwide.

2. Department of Dyke Management and Flood, Storm Control has the status of a legal entity, has its own seal and account and has operational funds as prescribed by law.

3. The headquarters of Department of Dyke Management and Flood, Storm Control is located in Hanoi.

Thus, Department of Dyke Management and Flood, Storm Control is an organization affiliated to the Ministry of Agriculture and Rural Development, on the basis of reorganization and improvement of Vietnam Disaster Management Authority.

Department of Dyke Management and Flood, Storm Control shall assist the Minister of Agriculture and Rural Development in managing the State and enforcing laws on dyke and natural disaster management nationwide.

2. Advisory organizations:

Advisory organizations of the Vietnam Disaster Management Authority shall be rearranged and reorganized to become division-level organizations under Department of Dyke Management and Flood, Storm Control. To be specific:

a) Office of Department of Dyke Management and Flood, Storm Control;

b) Department of Planning and Finance;

c) Department of Inspection and Legal Affairs;

d) Department of Science, Technology and International Cooperation;

dd) Department of Safety and Disaster Management;

e) Department of Planning and Investment Management;

d) Department of Information and Communications;

h) Department of Community-Based Disaster Management;

i) Department of Dyke Management;

k) Department of Disaster Response and Recovery;

l) Department of Management of Works of Disaster Prevention and Control;

m) Representative Office in the Central Vietnam and Central Highlands of Vietnam;

n) Representative Office in Southern Vietnam.

3. Public service providers:

Public service providers under the Vietnam Disaster Management Authority shall continue to operate in accordance with applicable regulations until a decision on improvement and reorganization is issued by a competent authority.

Thus, advisory organizations of the Vietnam Disaster Management Authority shall be rearranged and reorganized to become division-level organizations under Department of Dyke Management and Flood, Storm Control. To be specific:

- Office of Department of Dyke Management and Flood, Storm Control;

- Department of Planning and Finance;

- Department of Inspection and Legal Affairs;

- Department of Science, Technology and International Cooperation;

- Department of Safety and Disaster Management;

- Department of Community-Based Disaster Management;

- Department of Dyke Management;

What responsibilities do leaders of the Department of Dyke Management and Flood, Storm Control have to perform?

Pursuant to Clause 1, Article 3 of Decision No. 479/QD-BNN-TCCB in 2023 stipulating this content as follows:

Organizational structure

1. Leaders of Department of Dyke Management and Flood, Storm Control include a Director and Deputy Directors appointed and dismissed by the Minister of Agriculture and Rural Development as prescribed.

a) The Director is responsible for submitting regulations on functions, tasks, powers and organizational structure of Department of Dyke Management and Flood, Storm Control to the Minister; promulgating working regulations of Department of Dyke Management and Flood, Storm Control; stipulating functions, tasks and powers of advisory organizations of Department of Dyke Management and Flood, Storm Control; appointing and dismissing managerial positions of organizations affiliated to Department of Dyke Management and Flood, Storm Control according to authorization by the Minister and regulations of law.

b) The Director shall control operations of Department of Dyke Management and Flood, Storm Control, be responsible to the Minister and before the law for operations of Department of Dyke Management and Flood, Storm Control. The Deputy Directors shall assist the Director in monitoring and directing certain work aspects according to assignment of the Director; be responsible to the Director and before the law for assigned tasks.

According to the above regulations, leaders of Department of Dyke Management and Flood, Storm Control include a Director and Deputy Directors appointed and dismissed by the Minister of Agriculture and Rural Development as prescribed:
