Where will the procedures for registration of an electronic identification account be carried out in Vietnam?
For Vietnamese citizens:
- Pursuant to the provisions of Article 14 of Decree 59/2022/ND-CP stipulating the place of registration of electronic identification accounts for Vietnamese citizens as follows:
+ For level 1 electronic identification accounts: Citizens register at home through the VNeID application for citizens who already have chip-based citizen ID cards.
+ For level 2 electronic identification accounts:
++ For citizens who have been issued chip-based citizen ID cards: Citizens shall carry out the procedures for registration of a level 2 electronic identification account at the police authorities of communes, wards, towns, or places of procedures for issuance of citizen identity cards.
++ For citizens who have not been issued chip-based citizen ID cards, citizens shall carry out the procedures for registration of a level 2 electronic identification account at the same time and the place of issuance of citizen identity cards.
For foreign nationals
- Pursuant to the provisions of Article 15 of Decree 59/2022/ND-CP stipulating the place of registration of electronic identification accounts for foreign nationals as follows:
+ For level 1 electronic identification account: foreign nationals register level 1 electronic identification account at home via the VNeID application.
+ For level 2 electronic identification accounts: foreign nationals who register a level 2 electronic identification account at the immigration management authority under the Ministry of Public Security or the provincial police authority.
What is the time limit for issuing an electronic identification account in Vietnam?
Pursuant to the provisions of Article 17 of Decree 59/2022/ND-CP stipulating the time limit for issuing an electronic identification account in Vietnam as follows:
- Time limit for issuance of electronic identification accounts for Vietnamese citizens:
+ For Vietnamese citizens who already have chip-based citizen ID cards: No more than 01 working day in case of issuance of a level 1 electronic identification account, no more than 03 working days in case of issuance of a level 2 electronic identification account.
+ For Vietnamese citizens who do not have chip-based citizen ID cards: No more than 07 working days.
- Time limit for issuance of electronic identification accounts for foreign nationals:
+ No more than 01 working day in case of issuance of level 1 electronic identification account.
+ No later than 03 working days in case of issuance of level 2 electronic identification account with information on portrait and fingerprint in the national database on immigration.
+ No more than 07 working days in case of issuance of level 2 electronic identification account without information about portrait photos and fingerprints in the national database on immigration.
- Time limit for issuance of electronic identification accounts for organizations:
+ No more than 01 working day in case the information to be verified about the organization is already in the national database or specialized database.
+ No more than 15 days in case the information to be verified about the organization is not included in the national database or specialized database.
What are the use purposes of level 2 electronic identification accounts in Vietnam?
Pursuant to the provisions of Article 13 of Decree 59/2022/ND-CP, the use purposes of level 2 electronic identification accounts in Vietnam are as follows:
- For Vietnamese citizens:
+ The use of level 2 electronic identification accounts created by the electronic identification and authentication system for e-identity subjects being Vietnamese citizens is equivalent to the use of citizen identity cards in conducting transactions requiring the presentation of citizen identity cards
+ The use of level 2 electronic identification accounts is valid for providing information in citizens' papers that have been synchronized into electronic identification accounts for competent agencies and organizations to compare when performing transactions requiring the presentation of such documents.
- For foreign nationals:
+ The use of level 2 electronic identification accounts created by the electronic identification and authentication system for foreign e-identity subjects is equivalent to the use of passports or documents valid for international travel in conducting transactions requiring the presentation of passports or documents with international travel value.
+ The use of level 2 electronic identification accounts is valid for providing information in foreign nationals' papers synchronized into electronic identification accounts for competent agencies and organizations to compare when performing transactions requiring the presentation of such documents.
- For organizations:
+ The use of electronic identification accounts created by the electronic identification and authentication system for electronic identity subjects being organizations shall be implemented by the legal representative or assigned to authorized users.
+ The use of an organization's electronic identification account is valid for proving the organization's electronic identity when performing transactions requiring proof of information about that organization.
+ The use of level 2 electronic identification accounts is valid for providing information in the organization's papers synchronized into an electronic identification account for competent agencies and organizations to compare when performing transactions requiring the presentation of such documents.
