Where will pre-enlistment medical check-ups for citizens in Vietnam be conducted?

Pursuant to the provisions of Article 5 and Article 6 of Joint Circular 16/2016/TTLT-BYT-BQP, the pre-enlistment medical check-up is conducted in 2 rounds: Preliminary round and Detailed check-up round.

(1) Preliminary check-up at the Commune Health Station

- Preliminary check-up is conducted by the commune health station under the professional direction of the district medical center.

- Preliminary check-up contents:

+ Detect cases of insufficient physical health, deformities, deformities, and diseases eligible for exemption from military service;

+ Extract the medical history of citizens and their families.

- Preliminary Check-up Process:

+ Based on the plan on selection and conscription of citizens issued by the boards of military service at localities, make the list of citizens eligible for medical check-ups to perform military service in the area under their management;

+ Health prequalification organization

+ Complete and confirm the medical history and information of citizens eligible for medical check-ups to perform military service

+ Make the list of citizens suffering from diseases

+ Synthesize, conduct statistics, report on health prequalification results

(2) Detailed check-up at the district medical center:

- Detailed check-up contents

+ Physical examination; clinical examination of specialties according to the prescribed norms.

+ In case subclinical tests are required to serve health conclusions at the request of the Military Service Medical Examination Council, including drug detection tests;

+ Health classification

- Detailed check-up process

+ Make a list of citizens eligible for conscription who have passed the preliminary check-up in the assigned management area;

+ Notify the time and location of the medical check-up.

+ Organize medical check-ups according to prescribed contents.

+ Organize HIV counseling and testing according to the provisions of the Law on HIV/AIDS Prevention and Control for cases meeting health standards called for annual military service according to the instructions of the Minister of National Defense.

+ Complete the health certificates according to regulations.

+ Summarize and report the results of pre-enlistment medical check-ups.

Thus, citizens may perform pre-enlistment medical check-ups at the commune health station and district health center according to 2 rounds including a preliminary round and a detailed check-up round.

What documents do citizens in Vietnam bring upon pre-enlistment medical check-up?

Pursuant to the provisions of Article 10 of Joint Circular 16/2016/TTLT-BYT-BQP as follows:

Requirements for citizens upon pre-enlistment medical check-up
1. Documents to be presented
a) The order for medical examination by the commander of the district military command board;
b) ID card;
c) Personal health-related papers (if any) to be handed over to the Pre-enlistment check-up board or the Pre-enlistment check-up Team.
2. Do not use alcohol, beer or drugs.
3. Abide by the rules of the medical examination and examination area.
4. Fail to take advantage of the medical examination to evade or avoid performing military service.

Based on the above regulations, upon pre-enlistment medical check-up, citizens in Vietnam must present the following documents:

- The order for medical examination by the commander of the district military command board;

- ID card; Citizen ID card

- Personal health-related papers (if any) to be handed over to the Pre-enlistment check-up board or the Pre-enlistment check-up Team.

In 2024, what are the cases of postponement and exemption from military service in Vietnam?

Pursuant to the provisions of Clause 1, Article 41 of the 2015 Military Service Law, supplemented by Point c, Clause 1, Article 49 of the 2019 Law on Militia and Self-Defense, cases of postponement from conscription in Vietnam are:

- Any citizen whose health is unsatisfactory for active duty military service according to the conclusion of the pre-enlistment check-up board;

- Any citizen being the sole earner who directly takes care of his/her relative who lost working capacity or under working age; any citizen being the sole earner in a family suffering serious damage to humans and properties due to dangerous accidents, disasters, epidemics certified by People’s Committees of communes;

- Any citizen who is a child of sick soldiers, people infected with dioxin and suffering labor capacity reduction from 61% to 80%;

- Any citizen whose full brother/sister is a non-commissioned officer/active duty enlisted soldier or a non-commissioned officer/enlisted soldier performing service in the People’s Army;

- Any citizen who is subject to emigration or evacuation in 03 first years to extremely disadvantaged communes according to the socio-economic development project of the State that is decided by People’s Committees of provinces or higher levels;

- Any citizen who is official or youth volunteer assigned to an extremely disadvantaged socio-economic area according to the law provisions;

- Any citizen who is studying at compulsory education institutions or receiving training of university level at higher education institutions or training of college level at vocational education institutions for a training course of a level.

- Standing militia.

Thus, cases of postponement from conscription in Vietnam in 2023 are specified above.

In addition, the cases specified in Clause 2, Article 41 of the 2015 Military Service Law, cases of exemption from military service in Vietnam are:

- Any citizen who is a child of revolutionary martyrs or grade 1 wounded soldiers;

- Any citizen who is a brother of revolutionary martyrs;

-Any citizen who is a child of grade 2 wounded soldiers; a child of sick soldiers suffering labor capacity reduction of 81% or above; a child of people infected with dioxin and suffering labor capacity reduction of 81% or above;

- Any citizen carrying out essential tasks who is not a soldier or a People’s Army;

- Any citizen who is an official or youth volunteer assigned to an extremely disadvantaged socio-economic area according to the law provisions for 24 months or more;

In addition, citizens eligible for postponement of conscription, if there is no longer a reason for the suspension, will be conscripted for enlistment.

Citizens who are eligible for postponement from conscription in Vietnam according to regulations, if they volunteer, will be considered for selection and conscription.
