Recently at Announcement 186/TB-BPCP in 2022, Deputy Prime Minister of Vietnam Le Van Thanh made a conclusion at the meeting on implementing a non-stop electronic toll collection system, according to which:

From August 1, 2022, the toll collection system will be fully automatic for all highways across the country.

Therefore, the problems of affixing non-stop toll cards, how much money and what kind of stickers are best interested by many people, to answer those questions, let's find out through the article:

What is non-stop electronic toll collection according to Vietnamese regulations?

Pursuant to the provisions of Clause 4, Article 3 of Decision 19/2020/QD-TTg on the interpretation of terms:

“Article 3. Interpretation of terms
4. "ETC” is a method to automatically collect the toll charged to road vehicles, the road vehicles do not necessarily stop to pay the toll when they approach a toll booth. The toll shall be automatically charged by a non-stop electronic toll collection system (hereinafter referred to as “ETC system”).”

Accordingly, it can be understood that non-stop electronic toll collection is a form of automatic toll collection for road use, without which road vehicles do not need to stop to pay the road user service fee when arriving at a toll station service for road use.

Sticking the non-stop electronic toll card and how much does it cost in Vietnam?

Pursuant to the provisions in Section 2 of Notice 186/TB-VPCP in 2022, the responsibilities of VETC Automatic Toll Collection Co., Ltd and Vietnam Digital Traffic Joint Stock Company have been raised in non-stop electronic toll collection activities:

"2. About some tasks in the near future
c) For VETC Automatic Toll Collection Company Limited and Vietnam Digital Traffic Joint Stock Company
- Focus on improving the quality of card stamping services, increasing service accessibility for a number of target groups (civil servants, employees, armed forces... in accordance with the direction of the Prime Minister. Government at Official Dispatch No. 155/CD-TTg dated February 22, 2022).
- Thoroughly handle technical errors in order to connect the entire toll collection system in the country, not to allow eligible vehicles to be refused payment in the electronic toll lane without stopping.
- Effectively implement propaganda measures to create active participation of vehicle owners and people in the non-stop use of electronic toll collection services.”

Accordingly, at present, the Ministry of Transport of Vietnam has regulated the automatic toll collection card of one of the two companies, VETC Automatic Toll Collection Company Limited and Vietnam Digital Traffic Joint Stock Company.

VETC is a non-stop toll collection brand of VETC Automatic Toll Collection Co., Ltd. VDTC's Epass identification card is invested by Vietnam Digital Traffic Joint Stock Company.

Currently, the driver can only consider the option of carding from one of the two companies because if the driver tries to paste the card of both providers, an error will occur when moving through the station because the scanner will vehicle and account cannot be correctly identified.

For VETC's Etag

VETC is a non-stop toll collection brand of VETC Automatic Toll Collection Co., Ltd. The company started deploying and providing non-stop toll collection service from 2015. Etag card is an identification card affixed on glass, vehicle lights to help vehicle owners pass through toll booths without stopping.

If you choose to use VETC's toll collection service and stick your Etag card, you can go to the registration center, VETC toll station or VETC agent to paste the card.

About the fee: VETC is free to paste the card and activate the account for customers who register to use the service for the first time. In case you already have a VETC card but the card is damaged or torn, VETC applies a second paste fee of 120,000 VND/time.

For VDTC ePass card

VDTC's ePass identification card is invested by Vietnam Digital Traffic Joint Stock Company (a member company of Viettel Military Telecommunications Group), sticking the card on the car glass and car lights.

To make an ePass non-stop toll card, you can do it through the following methods:

- Make ePass non-stop toll card at home via ePass app or website

Just register online on the website or ePass app, After 2-4 days, VDTC staff will come and paste the card at your home.

- Make ePass non-stop toll card at Viettel store

- Make ePass non-stop toll card at Viettel Post's post offices

- Make ePass non-stop toll card at toll booths managed by VDTC

- Make an ePass non-stop toll card at the motor vehicle registration station

When registering as an ePass non-stop toll card, customers will be issued a card for the first time. From the second time onwards, customers need to pay a fee of 120,000 VND/time.

What documents do I need to bring when applying for a non-stop toll card? Which type of non-stop toll card is best?

Required documents for registration include:

+ Business registration license

+ Application form to open an account

+ CV/QD number (if it's a state agency)

+ CMT/ID card/passport (representative or authorized person): Original or notarized and valid photocopy.

+ Power of attorney (if not the representative)

+ Vehicle registration: The original or a notarized and valid copy.

+ Vehicle registration: The original or a notarized and valid copy.

Note: in case when you register to use an ePass card, your ID card expires (more than 15 years old) will not be able to open the card. You can use other identification documents such as passport, citizen identification and these documents are valid.

As discussed above, VETC and ePass have their own advantages. However, ePass offers more ways to recharge, from wire transfer, credit card linking, linking with more than 40 banks, linking e-wallets or directly deducting via Viettel's e-wallet. Depending on the form of payment, the user may incur a transaction fee or lose a transaction fee.

VETC is a bit more restrictive when it requires cardholders to always maintain a balance in their account and can only top up via wire transfer or payment gateways with a certain % fee. With the requirement to maintain the balance, it will cause a lot of trouble for users when they have to check regularly and have to top up if unfortunately, the account does not have enough balance for transactions.

Therefore, you need to consider and choose the right type of sticker.
